While the government tries to get electricity distributors to start this month with the removal of subsidies to high-income sectors (level 1), only this Thursday the Ministry of Energy published what will be the maximum gas consumption ceiling from which the state will stop subsidizing level 3, middle income.
The cap will not be the same for everyone areas more, it will vary from month to month. It will also change based on consumption current: in the same area and month there will be 9 different categories based on the cubic meters used by users: R 1; R 2 (1, 2 and 3) and R 3 (1, 2, 3 and 4).
In resolution 686/2022 of the Secretariat for Energy, for example, it is established that the customers of the Naturgy distributor in the area called Northern Buenos Aires They will have a subsidized consumption ceiling in January which will go from 17 (R 1) to 26 cubic meters (R 3-4) for February, the month considered with the lowest consumption. And it will peak between 56 and 172 m3 in July, the coldest month.
In Federal capital, Metrogas in turn will have a range that will range from 18 to 34 m3 in February and from 52 to 187 m3 in July. The lowest consumption category (R 1) has a higher subsidy (the ceiling is 16 m3 in February) than the next one during the summer months, which is repeated in almost all areas.
At the other end of the country, a Land of fireCamuzzi will put a roof from 212 to 359 m3 in February and from 484 to 647 m3 in July.
In the invoice, distributors must specify the level of consumption with and without subsidy.
What happens if a user consumes less or more than their category in a month? Will you be able to have a grant ceiling change? No. “As long as a user does not register a six-month billing history, the block established for the category to which he belongs will be applied in each billing period”, reads the resolution. In other words, to switch categories, you have to wait a year..
Justification
The resolution states that it is necessary to establish a scheme for the “efficient application of subsidies” based on criteria based on climatic heterogeneity, which is reflected in household consumption, “and which also provides signals that stimulate energy savingtaking care to observe the criteria of distributive equity, proportionality and gradualness “.
According to the law, the tariffs that will be applied to consumptions that exceed the maximum level 3 ceiling “do not require the issuance of new tariff tables”. It is only necessary “an adaptation of the billing methodology, which must be transparent and clear for users when they receive the payment of the respective service”, reads the resolution.
