PASO: the opposition covers its ears

The struggles in the opposition coalition to enter the scene are indirectly proportional to those in the ruling party to blur and escape into an uncertain future. Together for change suffers the wrongs caused by optimism before the 2023 elections. Everyone wants to be in the VIP room of that party, which they think is set in stone: nothing is ever in politics.

In Peronism there is a dispersion of projects and this fragmentation nullifies the leadership’s ability to unify a program, which assures them that they will continue to control most of the territories. The same phenomenon caused them to lose before legislative elections in 13 provinces in 2021. The debate for the PASO clarifies the difference between a decentralized and liquid Peronismwhere each leader does his thing, and an opposition whose leaders, many of whom also with opposing projects, recognize themselves in a common goal.

Alberto’s biromite is worth gold

Federal Peronism, that of the interior, does not want the PASO because it’s a system that has proven ineffective in getting them to win elections since 2010. On the contrary, it was the tool of the opposition to beat them. Not even Buenos Aires Peronism wants them. These two large blocs add the governors and territorial leaders with greater power.

PASO is a system that it reduces their ability to authorize the integration of lists. But for lack of social affection, they end up depending on the pen of the weakest link of the presidential hat-trick, that of Alberto Fernández, who does not have a Montblanc Taj Mahal (the most expensive model in the catalog, 2 million dollars, they do not accept Ora 12 ) but a biromita who in order to write has to rub it in her hands as when it was so cold in the classrooms that she had to warm it up.

For the powerful governors, the PASO chains their destiny to that of national Peronism, with which they never wanted to have much to do. That is why they did not help Cafiero, Duhalde, Scioli, Solá or Cristina 2019 to reach the presidency.

There are 10 days to get PASO (or not)

From this Monday the anti-PASO have two weeks to force a judgment on the project of Luis Di Giacomo, of Rio Negro, pawn of Sergio Massa. The regulation of the Chamber of Deputies has until November 20 to govern and enable the project on site. They must remove it within about 10 days, before the legislative agenda for extraordinary sessions is left in the hands of the president.

In overtime, we only discuss what he wants. And so far Alberto wants the PASO, because he is the last anabolic to make the lame duck walk, under the illusion of being able to run for a new mandate.

Knowing the character, it is not impossible that in those ten days he changes his mind, because the value of his decision is the level of the Taj Mahal. You can ask what you want: this time your vote is worth the mere institutionality of the office. And since canceling STEP is worth a lot to his opponents, they are willing to give him whatever he asks for.

But the effort is glued because Peronism is a league of homeless governors and territorial leaders – they are opponents in their provinces – who cannot agree on a common strategy.

Without boxes, there is no paradise

Territorial leaders warn of the lack of national leadership to coordinate efforts. Alberto wants PASO, but does not control the big banks: official banks, ANSeS, PAMI, reptilian spy funds, which control Massa and Cristina.

President I cannot assure you that without PASO there will be no bands of dissident governors (Like what some call La Cámpora, which is just another chameleon-like group of Peronists without CUIT who don’t admit middle management and refer to a @ boss -, with the help of national leaders) presenting opposition lists.

Enigma for quinieleros: Santiago del Estero, turnkey pro-government district, is a laboratory of this phenomenonor. The Civic Front of Gerardo Zamora in 2021 obtained 366,169 votes as a candidate for governor (63.17% of the total). The same front, always winning, obtained 163,928 in the municipal elections of August 2022 (43.5% of the total). They’ll tell me he’s adding pears to apples, but there’s a rebellion on the farm. Who drank the wine, who ate my cheese? That’s 20 points of difference that would caress any Persian in life.

Populists, victims of internal populism

Something is happening between heaven and earth that politicians do not see. These groups exercise outwardly the method that Peronism uses, as an expression of the so-called populism, which is none other than nullify the counterbalance instances of the republican system, which mediate between the leadership and the base.

“Populism is the speech of a leader who assumes the representation of the people outside the pre-existing parties and against them” (Ludolfo Paramio, ideologue of Spanish socialism of the eighties).

We must never stop re-reading Natalio Botana, and even less now that he has distinguished himself for his career, who first developed this topic in “The conservative order” (1977) and “The republican tradition” (1984).

Populism is synonymous with demagogy, that of the general who speaks to the plebs in the square, who shouts “How big you are!” without the mascara running. The government and opposition pollsters ‘magnifying glass focuses on examining how many of those uncontrolled groups – protesters and protesters, left and right – ate the two coalitions’ votes in 2021, which lost the most. of 4., 6 million votes between the two.

It is the engine that promotes the cut of funds, which Peronism strives to make to groups that manage the poor, because it fears that they will put together small parties.

Peronism is headless, Máximo wants to preserve PASO because dad created them and fears they’ll rub their nose with files. Cristina must be political and she is silent, because she created the PASO that she was her disgrace. Her only contribution to the system was her suggestion to color the cards. “-I saw them in Uruguay, they are more beautiful”, she said to Florencio Randazzo.

The opposition unites behind a strategy

In contrast it works a table that animates the snakes of politics, every day, with punches, creaks, stumbles, threats to smash the face of the other, or other less worthy parts (although they all are, in the anatomy of these little animals of God). For this table, STEPS are a necessary tool and all are recognized in a common strategy to prevent system overhaul. Love for the system is changeable.

There are also opposition governors who would prefer there were none, because they also cut power in their territories. But accept the existence of a national strategy on this matter and respect it. Just what the government is missing.

The task in these ten days that remain until the expiry of the term to reign, is to tie himself like Ulysses (Canto XII °) to the ship’s mast so as not to hear the sirens’ songs. That they are attractive to the opposition and that the ruling party will shake them in the face, for the sole purpose of allowing debate on some small touches that might interest the opposition, and that the package is open to all problems including suspension.

temptations

They will make offers to tempt them: 1) allow the PASO to be president without vice and the winner to elect his / her deputy. It prevents the demobilizing effect that an internal defeat has on the losers. The PASO Aníbal-Julián for the Buenos Aires government in 2015 showed it’s a joke that the loser helps you. Whoever loses plays against you or, at least, demobilizes; 2) that the Senate approves the single ballot, already approved by the Deputies. Here, wax plugs in opposition; 3) that the subjects with a single list are exempt from the costs of opening the tables; 4) reduce the amount of bosses that the state has to pay.

Today the norm is that a quantity of 2.5 bosses for each citizen is printed on the padrón, to be delivered to each list, each group, each party. That layout triggers corruption of over and under billing, which makes policy thieves happy. There are groups and leaders who have already won before the opening of the polls.

The budget, even weak votes

The party in power is not for games in that room. At the table with Sergio Massa and senators from the ruling party there were gestures that worry Peronism. At least three senators from the “homeless” group – in the provinces ruled by the opposition – they set conditions for voting and even condition the number.

Guillermo Snopek (Jujuy), Camau Espínola (Corrientes) and a staff like Edgardo Kueider (Entre Ríos), complained of the mistreatment of their provinces in the budget opinion on which the Senate must vote.

Snopek argued that the Nation had authorized a $ 200 million credit to Jujuy for the development of a solar park, which this government had held for two years. “It is an earlier endorsement of my management – Massa replied – and is also part of the commitment with the opposition to approve the Budget”.

Massa and his team left that meeting with the idea that those three votes were not guaranteed. Add the health of José Mayans and José Antonio Rodas del Chaco, and that the opposition did not sign the opinion on Thursday and they could be in trouble. It is not conceivable that a budget will go back to the revision of the Deputies for a change of Senate, because the final letter is always negotiated between the two chambers.

The baquianos have a single antecedent. In 1993 the Deputies approved a bill of expenses for the Senate which was attributed to a dispute between Alberto Pierri (president of the Chamber) and Eduardo Menem (president of the Senate). The Senate has returned the project to resolve the differences.

sharpen your finger

The eventuality that pressures from an uncertain fate are accentuated motivates the opposition to meet next week, at the national table of Cambiemos, to make a final declaration rejecting any changesinvolving hawks, pigeons and condors (a species Julio Cobos added to JxC’s ornithology).

In the ruling party, the possibility of change has given new value to the PJ Congress in Buenos Aires, this Saturday at the Unión de Mar del Plata club. That congress authorizes Prime Minister Máximo Kirchner to appoint approximately 450 members of the PJ National Congress.

It is a key body, because if there is no STEP, it will be the one that designates and approves lists and candidates. Of the 90 members of the National Congress, 45 are provided by the province of Buenos Aires.

The list of retirees was led by Felipe Solá, who has returned to the role of Director for Argentina of the Central American Bank for Economic Integration. That designation was made by Sergio Massa without the need for a presidential decree. Solá was invited to participate. Today he has a new career in the Peronism of his neighborhood, after Alberto snubbed him by replacing him at the Farnesina without giving him any reason, other than to hand over the job to Santiago Cafiero. They have not spoken since that request for resignation.
