Without taking an interest in the tender, they extend the concessions for freight trains

The Government has decided to extend the concessions for three rail freight lines, after the tender called by Trenes Argentinos Cargas was declared void by the absence of interested parties. The goal of the extension is to ensure service provision and employment, according to the Ministry of Transport.

The provision entered into force with resolution 960/2022, published this Wednesday in the Official Gazette, and provides for the temporary extension of the concessions to Pampean Express Railway SA, New central Argentina SA, e Ferrosur Roca SA, precariously, for the maximum duration of 18 months and can be revoked at any time.

Freight train concessions started in the early 1990s. The shareholders are large industrial groups for which logistics occupies a relevant place for their costs.

The main shareholder of Ferro Expreso Pampeano is the group Techintwhich dominates the stretch between Rosario and the port of Bahía Blanca.

Transportation had tendered for the operation of the servicein open mode, be exploited by more than one operator on the same route. But no bidders showed up.

The “open access” mode to the national railway network for the exercise of freight transport services allows any operator can carry the load with origin and destination anywhere in the network, regardless of who owns or holds the facilities at the point of loading or destination.

The extension will serve Trenes Argentinos Cargas to prepare a new tender for each line of this open and mixed loading system -as indicated by law 27.132-, to favor the development of regional economies, reduce logistics costs and increase volume transported.

The resolution establishes that, within a maximum period of 4 monthsthe licensed companies must make available to Trenes Argentinos Infraestructura and the National Transport Regulatory Commission (CNRT), the inventory of the goods, which after being approved, will be sent to the Secretary of Transport Management, with the aim of advancing in the design of the technical and legal tools necessary for the implementation of the modality free access to the National Railway Network.
