Tourist dollar: AFIP says it has already returned $7.2 billion since January

Slowly, AFIP has begun to return earnings collected “in advance” in purchase savings dollars and dollar contributions taken for overseas spending this year. The agency said on Tuesday that it has already repaid about $7.2 billion to 130,000 taxpayers who filed consumption claims in 2022.

The accreditations took more than one by surprise. This time around, those who filed for 2022 expense claims in January of this year have already begun to see the money credited to their bank accounts, something not seen in previous years until well into the third quarter.

“Throughout 2023, the Federal Public Revenue Administration (AFIP) made Irpef refunds for 7,200 million pesos. The settlements benefited 130,000 taxpayers who had been hit by levies in foreign currency purchase transactions, tickets and consumption with debit and credit cards outside the country,” the agency said in a statement.

Last year, in one of the many exchange rate tightenings, the AFIP raised the perceptions that it made as an advance of the Earnings Account and Personal Assets on the tourist dollar from 35% to 45%.

“General Resolution No. 4815 established a tax regime on income and wealth for transactions involving the purchase of foreign currency, tickets abroad and the consumption of cards abroad and on platforms. Once the calendar year in which the perception was produced, taxpayers can apply for a refund,” the agency said.

Taxpayers wishing to request such refunds must be in possession of a CUIT, a level 2 tax code or higher and an Electronic Tax Address. Tax official Sebastián Dominguez said; “Last year AFIP started returning 2021 perceptions starting in September. It was surprising that a couple of weeks ago they started doing it with those collected in 2022”.

Dominguez clarified that these statements were made to taxpayers who are not covered by personal income and property tax. “In that case, the procedure should be able to be done month by month and that the refunds are automatic, not that the taxpayer has to wait a year”. The accountant recommended “doing the process as soon as possible” so that the amounts to be returned are not affected by inflation.

In 2022, AFIP returns for these concepts reached $12,671 million pesos, which was distributed among nearly 350,000 people. This year, due to the impact of inflation and the increased tax burden on foreign currency purchases, the number is expected to be much higher.
