AFIP eliminates one of the obstacles that limited imports

“The evaluation of the Economic Financial Capacity (CEF) of the operators ceased to constitute an obstacle to the processing of imports“, they indicated in a statement from the organization led by Florencia Misrahi.

The CEF is the indicator of economic and financial capacity that is assigned to each company or CUIT with unclear criteria. Although parameters such as the level of income and expenses are taken into account, many times It is not proportional to the economic and financial reality of the importers.

In last year’s events the CEF, which is prepared through an algorithm, It was used to limit imports and thus stop the outflow of foreign currency.

Therefore, it turned out that companies that regularly respected the parameters established in the CEF, From one day to the next they began bouncing without explanation.

Through RG 5478, AFIP establishes that operators’ CEF assessment will no longer be an obstacle to import processing.

The CEF was the first step to proceed with the purchases. Without this procedure It was not possible to request SIRA or SIRASE from the Ministry of Commerce, the authorizations in force under the previous government to import goods or contract services.

Now with the Afip resolution a further step is taken to reopen imports after the elimination of SIRA. “The measure deepens the simplification of the import statistical system (SEDI) with the aim of ensuring the transparency of foreign trade,” the organization indicated.

At the same time, AFIP reported that the registration period in the trade debt register for imports with foreign suppliers is extended to courier imports and free zone entry declarations. The registration deadline is extended until January 24th included.

In this way “the guidelines established by the World Trade Organization (WTO) are guaranteed, reiterating that discretion will be outside the SEDI. In this way, the CEF system will work exclusively for statistical purposes,” the agency indicated.
