In the 14-page text with which he resigned from the post of Minister of Productive Development, Matias Kulfa points to Cristina Kirchner, whom she cites as “the vice president”. It was, right after a crossroads with her, due to the tender for the gas pipeline that will connect Vaca Muerta with the center of the country, that Kulfas he had to leave his post.

But, as he had already done in public on the Friday when the controversy arose -Cristina accused Alberto Fernández of benefiting the Techint company with a millionaire business-, the former officials reiterated his arguments: He said those responsible for these specifications were the leaders who respond to the vice.

And so he broke it in his resignation, where, though he did not mention them by name and surname, in the economic and political world it seemed clear who we were talking about. In particular, energy officials pointed outthe area that generates the most tension between the ultra K and the albertists like Kulfas or the Minister of Economy, Martín Guzmán.

Federico Bernal: controller of the Enargas

The former Minister of Productive Development prepared during his administration a plan to stimulate gas production, together with two officials (Juan José Carbajales and Esteban Kiper). So he explained it in his resignation:

“The plan was ready in July 2020, critical voices quickly appeared by a sector of the regulatory bodieswho said our proposal was uneconomical, ”Kulfas expresses in his letter.

The target appears to be Federico Bernal, controller of the Gas Regulatory Body (Enargas) and sampler. Kulfas talks about “prices around $ 3.50 per million BTU (the industry unit of measurement), which he considered ‘expensive.’ What a paradox, he considered expensive a price below the levels of imported gas.

Bernal felt that the local price payable to gas producers should be lowerso that the tickets were cheaper.

Darío Martínez: Secretary of Energy

Criticism of the Secretary for Energy, Dario Martinezseems to point to three directions: delays in the implementation of the “Gas Plan”, inability to reduce subsidies and slowness in accelerating the development of Vaca Muerta. He is a swinging Kirchnerista, sometimes closer to La Cámpora and other times with a good relationship with Minister Guzmán.

“The the debate on the gas plan was so exhausting and absurd which led to the transfer of the Secretary of Energy to the Ministry of Economy “, fired Kulfas in his resignation. When the Energy left the productive development to move to the Economy, Darío Martínez of Neuquén was appointed zone secretary.

The former minister also hinted at the challenge of leaving the “insane system of energy subsidies“.” Far from it, the team of the Secretary of Energy, which has been deployed by the regulatory bodies, it did nothing but fuel the disastrous subsidy system“, observes the former minister. There he would insinuate that Martínez has delegated the tariff policy to Federico BasualdoUndersecretary for Electricity, and in Bernal (Engarga).

“The third challenge was to generate a regulatory framework and implement strategies for the development of Vaca Muerta“. Martínez is primarily responsible for that mission.” Again, progress has been slow, marked by a maddening interiorism within the team of the same Secretariat for Energy, that is, internism within internism “, says Kulfas.

Federico Basualdo: Undersecretary for Electricity

Kulfa looks like I blame me that there has been no progress in fare segmentationso that the upper sectors pay more expensive bills and have fewer subsidies.

“In two and a half years the team of the Ministry of Energy has not been able to design a tariff segmentation system and charge the wealthy and upper-middle income sectors with a non-subsidized electricity and gas bill“.

For this Guzmán criticized Basualdo, Undersecretary of Electricity, in mid-2021. Close to Basualdo, they say they never entrusted him with that job. ENRE, on the recommendation of Basualdo, drew up a segmentation (by income area) which was ready last summer. But Guzmán did not find it appropriate, and proposed another. So far none have been enforced.
