Last week the Government published, in the midst of a battery of economic measures, the decree 332/2022 which accounts for the much discussed tariff segmentation. Pending the opening of the Register for Access to Energy Subsidies (RASE), which is being worked on, Clarín examines of all the keys that must be taken into consideration to know if the user will be able to keep this benefit or not.
The Government has already prepared a page that serves as a prelude to the RASE. You enter by typing: www.argentina.gob.ar/sussidio. In it, users have a series of keys that they will need before registering (which has not yet been enabled).

What is energy segmentation?
- A program for the granting of electricity and gas subsidies based on the socio-economic aspects of each family.

What are the categories of segmentation
High-income segment: this group claims to have a total monthly household income for more than $ 350,000 (equivalent to 3.5 type 2 basic baskets according to INDEC), have 3 or more vehicles under the age of 5, 3 or more propertiesa boat or aircraft or owning company assets that show full economic viability.
In addition to the people whose benefits will be 100% removed, there are two other segments for which the rate will increase to a lesser extent from June.
Middle income segment: this group declares the total monthly household income between $ 100,000 and $ 350,000owns up to 2 properties and up to 2 vehicles under the age of 5.
Lowest income segment: users who meet one of the following conditions, considering the members of the household as a whole:
- Net profit less than a value equivalent to 1 Total Base Basket (CBT) for a 2 family according to INDEC ($ 100,000)
- Family with housing certificate (ReNaBaP)
- Address where a community canteen or picnic area registered with RENACOM operates
- At least one or one family member who has a South Atlantic War Veterans life pension
- At least one or a member who is in possession of a certificate of disability issued by a competent authority and, considering the members of the family as a whole, has a net income of less than 1.5 Total Basic Baskets ( CBT) for a 2 household according to INDEC ($ 150,000)
Who cannot be part of the latter segment:
Families who meet one of the following conditions are excluded:
- They are the owners or owners of 2 properties, considering the members of the family unit as a whole.
- They are the owners or owners of a vehicle up to 3 years, with the exception of families in which there is at least one or a cohabitant with a single certificate of disability (CUD).
- Be the owner of 1 or more aircraft or luxury boats.
- They are holders of corporate assets that show full economic capacity.
Segmentation of electricity and gas tariffs.
A group of 10% of the populationaccording to the data processed in Economics, it will no longer be subsidized. In other words, the remaining 90% will have some kind of subsidy, full or proportional. To determine it, it will not be taken, as it was initially said, the place of residence of the service owner, but his income and assets will be assessed.
Taking into account the payment capacity available to each user, the decree published last week provides for the creation of the RASE, to improve the information available and facilitate the adoption of public policies.
One thing to keep in mind that it is very important that this time, unlike the previous registration that was supposed to certify the ownership of users of these services, is that the text makes it clear that: registration can be done regardless of whether they own them or not. This means that a tenant can withhold the benefit, proving that you are renting that house and certifying your income.
What is the Energy Subsidies Access Register (RASE)
The Register of Access to Energy Subsidies (RASE) will form the list of beneficiaries of the grant scheme based on the sworn statements made by users of the service.
What is clear, for now, is that yes or yes who does not want to lose the subsidy must register in said register.
The Undersecretary for Energy Planning may request, periodically, the necessary information cross-checks to verify the veracity of the sworn declarations correspondents, according to the authorization issued by each applicant, in order to correctly manage the segmentation regime.
What should the beneficiaries of the social plans do?
According to DNU 332/2022, beneficiaries of social programs such as AUH, AUE, AUD, PROGRESS, IMPROVE WORK, among other things similar can be entered in this register in the “Lowest Income Level 2”, on the “basis of the information that the national State has in its archives, where appropriate”, indicates the text of the decree.
To register, users must submit an affidavit
The affidavit to be submitted will be available in digital format, as established by the Cabinet’s Secretariat for Technological Innovation of the public sector, to ensure its safe, agile and free deployment throughout the national territory.
Furthermore, the text warns that the corresponding public service providers and the National Social Security Administration (ANSeS), must participate face to face necessary for the beneficiaries to carry out the corresponding digital load. More taking into account those people who do not have access to this technology, “in order to universalize access throughout the national territory”.
The executive authority can also order that other public bodies facilitate this procedure in an agile and free way.
The list of beneficiaries of the grant scheme will be reported to ENRE and ENARGAS, both decentralized bodies within the ENERGY SECRETARIAT, other regulatory bodies, provincial authorities and / or companies that provide public services for their implementation. electricity and natural gas through the network, and its communication to the corresponding users, as determined by the procedure for this purpose issued by the SECRETARY OF ENERGY of the MINISTRY OF ECONOMY, with the collaboration of the SECRETARY OF TECHNOLOGICAL INNOVATION OF THE PUBLIC SECTOR of the HEAD OF THE CABINET OF MINISTERS.
