Due to the shortage of sunflower oil, cosmetic manufacturers will be able to modify the recipe of their products for up to six months.

The State, which had authorized manufacturers at the end of April to temporarily modify the composition of certain food products to replace sunflower oil affected by shortages after the invasion of Ukraine by Russia, is doing the same with cosmetics, according to a release.

The General Directorate of Competition, Consumption and Fraud Prevention (DGCCRF) announced in a press release that it was going to “grant a limited number of temporary exemptions from certain labeling obligations” for manufacturers of cosmetic products that would have to modify their composition. .in a period of time incompatible with the printing of new packaging”.

This measure is intended to “guarantee the continuity of the supply of the affected products”, explains the DGCCRF, which says to ensure “the safety and good information of consumers”. Examined the request of the professionals, it may grant an exemption for a maximum period of six months, of the time necessary to adapt the container to the new composition of the product.

Reported changes in packaging

Meanwhile, with a tolerance period of three months, manufacturers must indicate on the packaging that there has been a change in recipe, without necessarily specifying which one. For food products, for example, some bear the mention “DEROG”, which indicates a change in recipe, which consumers can find on the DGCCRF website.

Changes in recipes may only be made if they do not endanger consumer safety and in the event of proven supply difficulties. If the statements that play an essential role in the consumer’s choice (such as “organic”, “natural origin”, “vegan” or mentions of the content of this or that ingredient, DGCCRF list) are present on the packaging and are not more true following the change of recipe, they will have to be modified explicitly.

The area of the DGCCRF site that lists recipe changes in food had nearly 4,000 references involved on Wednesday afternoon: French fries, sauces, processed products, prepared fish or desserts, for example. The sunflower is also present in many products, such as chocolates, in the form of lecithin, an additive.

The industrialists had seized the Bercy services in the spring to warn about the tensions in the supply of sunflower oil, and request authorization to modify the recipes. Ukraine, which provided 50% of the world trade in sunflower oil, can no longer export it due to the war that has caused the blockade of its ports.
