The situation exploded shortly before the signing of the deed, when the notary he was informed of the debt for the lot in questionto the surprise of the buyers who – in many cases – only owned that property and therefore were not responsible for the amount.
Despite the protests, the debt was still standing and caused ARBA complaints and lawsuits against the developers, who on paper were still the owners. For its part, the provincial state the collection could not be completed to strengthen their coffers.
