This was answered by the Prime Minister at a press conference on Tuesday in Laval, where he was asked about the part of his government’s responsibility after coroner Géhane Kamel’s report was released.

Accountability, François Legault explained, it starts with the Prime Minister, it continues with ministers, deputy ministers and managers in networkswhich means CEOs of CIUSS and CISSS.

In his investigative report, coroner Géhane Kamel wrote that the government should specifically take a retrospective on the prioritization of decisions, the agility of the health system during a crisis, the understanding and implementation of responsibilities within the Ministries of Health, Seniors and Close Caregivers as well as within CIUSSSs and CISSSs.

Mr. Legault defended himself by that indication the Prime Minister and the Minister of Health cannot begin to manage what is happening in all health institutions in Quebecbefore adding that when someone is not managing properly, you need to replace the manager.

Coroner Kamel’s report claimed the first victim on Tuesday, when Lynne McVey, President and CEO of CIUSSS de l’Ouest-de-l’île-de-Montréal, where CHSLD Herron is located, announced she would step down in office at the end of his term next July.

The coroner’s inquest focused on the deaths of 53 people in seven of the CHSLDs most affected by the health crisis, including CHSLD Herron.

During a press conference on Tuesday afternoon, in the presence of the mayor of Laval, Stéphane Boyer, and the Minister of the Environment, Benoit Charette, François Legault indicated that it is important for CIUSS and CISSS CEOs to monitor what is happening and inform the governmentbut, he added, this is not the case with CHSLD Herron.
