The commissioner of service quality and complaints of CIUSSS de l’Est-de-l’Île-de-Montréal concluded that there was “no ill-treatment” of an elder three days before he died, in February, at CHSLD Providence – Saint – Joseph. The 81-year-old was not restrained and not left in his stool, the report said.

The Red Cross denounced the opposition to Quebec’s Ministry of Health and maintained its version when questioned by Radio-Canada. Now, the NGO has responded to this will not comment further on this.. A coroner’s inquest is still ongoing.

Madame received the services required by her state of health and it was in the most absolute dignity, surrounded by her loved ones, that she passed away on February 9, 2022.

The case will begin on Feb. 5, when a Red Cross service aide, who was present in support during the COVID-19 outbreak in CHSLD, was shocked at the treatment reserved for the resident. A lady is restrained and naked in her dirtreported by the Red Cross.

Despite his reporting to staff at the site, the oldest has not been changed until after the day.

Commissioner Alexandrine Côté heard from 34 people, including relatives of the resident, her doctor, the users committee, the union, employees and managers.

He reports testimonials from people on the site who found, on the contrary, regularly changing the woman’s bed.

He noticed that too the resident had no dermatitis, diaper rash, skin lesions as a result of his incontinence. The presence of these complications may indicate gaps in care or even abuse.

It was subsequent from our review that the resident received quality hygiene care and the blanket was regularly changed day and night.

Recall, according to a source from the management of the establishment, the resident refused to let attendants change his incontinence pants. This information was confirmed to us by two other sources.

No restraints, but measures to ensure his safety

We noticed from reading all the documents and meetings with the witnesses that Madame was not deterred.end of the commissioner.

The report confirmed, however, that the resident sometimes restless, sudden and unpredictable because of his diagnoses at his condition worsened. He became permanently bedridden.

According to information reported by Radio-Canada, the old woman shouted at the staff to the point that she had to leave the room, because some staff were afraid of being beaten.

In his actions, the resident can become aggressive and throw away everything that can be served to him (a glass of water, milk) or even his tray. She would often undress by removing the gown, as well as her incontinence pants.

Mentioned by the Commissioner changes made to [le] work plan to meet the needs of Mrs.but did not specify what changes they were.

Regarding anxiety and incontinence, the report explained that the goal was to give the firstborn he doesn’t have to be hurt by security when he refuses to cooperate.

The report did not specify what it was required securitybut it is said that it is not a dispute.

When we tried to talk to the commissioner for more details, CIUSSS informed us that he did not want to talk to us, to preserve its duty of neutrality [et] of impartiality.

The actions and strategies were adapted to Madame’s general state of health.

The Commissioner confirms that the Red Cross worker is it hurts of the state difficult of the 81-year-old lady.

But the report puts an end to this concern did not make it possible to see an immediate need requiring cessation of the current care of another resident or the immediate postponement of an imminent intervention related to the safety of the resident.

The Commissioner recommends improving communication between partners such as the Red Cross and increasing their awareness, so that they can better get to know these clients and the staff’s actions towards residents.

CHSLD Providence – Saint-Joseph has 155 beds and 131 employees. Despite our repeated requests, the establishment management did not respond to our interview requests prior to the publication of our report in February.
