Like community organizations, CPEs in Montreal who have benefited from low rents for more than 30 years are worried these days about their future. The Center de services scolaire de Montréal (CSSDM) sent them an eviction notice after they refused a rent increase of up to 360% in some cases, Radio-Canada found out.

We confirm that the Center de services scolaire de Montréal intends to permanently take over the leased space no later than June 30, 2023.writes on May 4 a material resource service analyst CSSDM to the director of CPE Idée fixe, Normand Richardson.

The case runs from 2017-2018. About twenty CPEs tenants in former schools belonging to CSSDM there have been rent increases of up to 500% imposed in some cases.

The goal is to impose prices that reflect those in the market and to recover the money to finance the schools. The dilapidated buildings, the CSSDM also requested changes to the leases clauses, such as imposing responsibility for building maintenance on CPEs.

Some CPEs moved residence, others were able to get the hefty bill and accepted the new conditions, but others refused. These are what we call the middle Protesting CPEs.

For CPE Idée fixe, located in the Ville-Marie borough, the rent increase is 360%.

Me, I can’t sign that, a lease like that. Because it automatically puts me in short supplyargument by Normand Richardson.

The director makes sure he is always ready to accept the share of the increase in costs calculated per square foot. Despite management changes in recent years, he says, from the former Commission scolaire de Montréal (CSDM) to CSSDMin the care of the latter, discussions continued… until notice of dismissal on May 4th.

The impression I got was that we were hiring mercenaries CSSDM to do a job on the arm, to kick peoplecriticized the director.

I have a bit of a problem understanding how one education-focused institution puts another that is in the same range of education.Mr. Richardson was indignant.

A “huge stress” for parents

The leadership, as well as the parents, recently learned of the situation, are worried and confused.

Mélissa Meunier wants to include the youngest in the family, Léon, in the CPE in September. Two of her children attend the École Garneau, located in the building next to the CPE.

This means that my child will not be able to complete his or her entire career in this CPE. It’s somewhere else, but where? How far? Will I go there with my two other drivers? Do I need to look for another job closer? It’s a big stress and a stress through anticipationconfession of this mother.

It was a huge disappointment and a huge misunderstanding.

Everything is close. My daughter’s school is across the house and the daycare is a five minute walk away. It will be complicated for mehe argued.

Three different explanations since summer 2021

CPE director Alexis le Trotteur, in the Mile-End district, thought he was in the process of negotiating an agreement with CSSDMuntil April.

The Tenant CPE must, no later than May 1, 2022 […] pay the remaining rent worth […] total $ 140,620.41. […] Non -compliance with the foregoing, the CSSDM has the right to pursue all remedies available hereinwrote on April 6 a coordinator in the material resources department of CSSDM. The ultimatum will be postponed until June 17.

The parents were anxious, the staff was anxious and I was anxious.

A quote from Guy Arseneault, director of CPE Alexis le Trotteur

Guy Arseneault said he received three different explanations from CSSDM in recent months to justify a dismissal.

For the first time, the CSSDM would have explained to him that the taking place was intended to reclaim the gaps in administrative purposes (for offices in CSSDM). For the second time the locals will serve towards adult education. Then, for the third time, which will have jobs from 2023 to 2025 (necessary, because the building is dilapidated), but that’s it the future vocation of the building is unknown.

So we’ve been evicted from the publicly funded facility and we don’t know what the purpose of the building is? Since 1985argues Mr. Arseneault.

We have no control over our income. Me, all I can do is charge parents $ 8.70 a day for daycare. Others depend on public funding.he explains.

The Department of Education funds the school service centers and we are funded by the Department of Families. Can the Department of Education and the Department of Families reconcile?he asked.

Mathieu Lacombe, Minister of the Family

The Ministry of the Family will not leave CPE on the street

The Ministry of Education denied our interview request, passing the money on CSSDM in this dossier, we repeat that we want respect their freedom.

The Ministry of Family has denied in its part that the increase in rents is being demanded by CSSDM jeopardizing the financial balance of tenants in CPE, at the very least in most cases, we write. The office of Minister Mathieu Lacombe, however, ensures that no evictions will take place before a solution can be found.

The ministry will not leave CPE on the street. Discussions will continue until long -term solutions are found for each of the CPEs affected by a notice of dismissal.said Roxane Bourque, communications adviser in the office of the Minister of Families.

At the same time, the ministry asserts that it is in the process of changing the subsidies allocated to CPEs according to each region, to offset the rapid rise in prices in the real estate sector.

CSSDM: no “unilateral eviction”

The CSSDM recalled that its primary mission was to meet the needs of Montreal students while managing the extra buildings it did not receive. no funds.

Revenues from our space rental must match our maintenance and energy costsemphasizes Alain Perron, head of press relations at CSSDM.

There is no question about unilateral eviction or homelessnesshowever, insisted the CSSDM which ensures, like the Ministry of Family, that discussions will continue with CPEs targeted by dismissal notices.

Ayon CSSDMmost 24 CPE tenants in Montreal will have regularized their situation and their arrears of rent.

CPEs receive severance agreements due to the dilapidated state of buildings or to remove them for school purposes. It is important to understand that some buildings are in an advanced state of deterioration. For security reasons, we cannot allow their work to be extended.indicates Mr. Perron without mentioning specific CPE.
