Si Ms. Savoie was asked by the Minister of Health, Christian Dubé, to diagnose the health network to allow the revision of its structures using the Health Plan. Therefore, this report is titled Innovated management of the network of health and social services (New window)announced Wednesday by Quebec.

In her review, Mrs. Savoie established from the beginning that the pandemic brought light some shortcomings of the health and social services network (RSSS), although these, specifically in terms of access to health care and labor shortages, were present even before the health crisis caused by COVID -19 .

The worst crisis experienced in Quebec has exacerbated the existing challenges and weaknesses of RSSS. […] Complex management and administrative structures have hampered rapid ground responsehe wrote.

So the Deputy Minister proposes to rely on local management, by bringing decisions related to the organization and flow of care and services as close to the field as possible. It is in the same spirit he recommends refocus the role of MSSS to “What” and to establishments in “How” to prevent the ministry from taking up too much space in managing operations, which is certainly detrimental to local management.

And to coordinate and facilitate the interaction between MSSS and the RSSSthe Deputy Minister proposes the creation of a completely new authority, which will optimize access to health care and social services and improve their fluidity.

The courage of grand gestures

At a press briefing on Wednesday, Minister Christian Dubé had no doubts. Will he implement all the recommendations of his deputy minister? he asked. The answer is yesreaction of Mr. Dubé.

Our government has shown that it has the courage to take good action. I think [Dominique Savoie] we are challenged to do more good things. And I think we will have the political courage to make the right choices.

A quote from Christian Dubé, Minister of Health

Regarding the creation of a new coordination entity, Mr. Dubé spared the details, saying he wanted to conduct consultations before announcing his game. You will give me time to take a step backhe commented, and added that Ms. Savoie himself did not have time to consult everyone in the time allotted to him to release his report.

Mr. Dubé said he did not want to don’t go back too much in the health reform put in place by Dr. Gaétan Barrette, under Philippe Couillard’s Liberal government in 2015, but nonetheless, he defended himself from the desire to undo it.

Among her recommendations, Ms. notably suggests. Savoie is adding executives to the network, while Dr. Barrette at about 1,300 at the time.

First, we must make the distinction between the ministry organization chart and the network, he says. And here we are talking [de l’ajout] of one or two hundred executives in the network, not on the health organization chart. For me very different.

Cutting 1300 posts is a lot. In my opinion, there are mistakes there. I’m not telling you that there aren’t too many, but between 1300 and 100 or 200 that we can add, I don’t think we’re on the same register.he said.

Personally, what I’m telling you is the example we set on CHSLD to add these executives to have proximity management, ask everyone in the field, everyone says this is the right thing to doexplained Mr. Dubé.
