Promised to the French in the summer in the face of galloping inflation, the purchasing power law and its endless support measures arrive this Monday at the Assembly chamber, where the opposition will attack new aid proposals.

The active solidarity income (RSA) and the subsidy for adults with disabilities (AAH), food bonus of 100 euros, fuel bonus, price shield, suppressed audiovisual license fee are revalued… On this week’s menu for the Assembly, from this Monday afternoon they foresee a battery of measures to support households hit by inflation.

If in committee all the deputies present showed a “consensus” on the “deconjugalization” of the AAH, that is, the allocation of this aid without taking into account the income of the spouse, the opposition is placed on the starting grid for battle with the majority in the rest of the text. Each of the ten groups uses a different strategy.

Regarding the purchasing power package, “a total mobilization will be necessary,” a parliamentary source told AFP. He observes that on the opposition side, after having been “frustrated for five years” before the hegemony of the Macronists, “everything comes back.”

The red lines of the LR

The 62 deputies of the LR have priorities and “red lines”, which will condition their positioning in fine. At the beginning of July, its leader, Olivier Marleix, wrote to Prime Minister Élisabeth Borne, calling for the “lowering of the price of fuel to 1.5 euros per litre”, the “revaluation of work and not only of social minimums” and again the “cancellation of the CSG increase for all retirees”.

In this new Assembly without an absolute majority, each new text is an opportunity for this LR group which, despite its historically low result in the presidential election, has the means to intervene in the debates. “Before we preached in the desert. Our requests, our proposals were never accepted,” laments Émilie Bonnivard, questioned by the newspaper The worldSome days ago.

The upcoming debates on the text of purchasing power, “is an extraordinary opportunity to change the lives of the French in a time of crisis”, says the elected representative of Savoy.

However, some of his proposals have already been rejected. Regarding fuel in particular, the Minister of the Economy, Bruno Le Maire, quantified such a drop at 50,000 million euros, considering it “not responsible”.

In committee, the deputy Stéphane Viry saw in the government project an attempt to “put out a fire caused by bad decisions”. He lamented in particular with the establishment of controls, such as in food, “shaky and temporary measures.” The LRs intend to weigh in this afternoon.

You can do better for the RN

Marine Le Pen, who has focused her presidential campaign on purchasing power, has repeated on several occasions that she wants the text “to be voted on” because it is “urgent” for the French. She maintains her position repeated many times since her entry four weeks ago at the Palais-Bourbon of “firm but constructive” opposition.

The leader of the 89 RN deputies estimated, however, that “it will surely be imperfect because we did not build it ourselves.” For his part, Jordan Bardella stated on our antenna last Tuesday that it is “thanks to Marine Le Pen’s score” that “purchasing power becomes the first text discussed in the Assembly.”

The fuel discount, for example, does not convince the right of the right of the hemicycle. “The only effective, fast, immediate measure that can benefit everyone is the reduction of VAT on fuel, from 20 to 5.5%,” the unfortunate candidate for the second round of the elections argued last Sunday on BFMTV. presidents who want to finance it through a “super profits tax”. The group has submitted “an amendment to the Finance Committee on this issue,” he specifies. A proposal already described by Bercy as extremely “expensive”.

In the Legal Commission, his colleague Laure Lavalette broke down all his “failures”, on wages, gasoline or even “suffocating banking practices”… “The French, you know, do not want handouts”, he also launched, denouncing a “social regression” with “the politics of the check”, and advocating “a real beginning”.

But the RN group “will vote for anything that brings purchasing power saying it’s zero or next to nothing,” said one of their elected officials. Marine Le Pen assures, for example, that she will be in favor of the revaluation of retirement pensions and social minimums by 4%.

Nupes own “social emergency” text

The tone is not the same on the side of Nupes and its 151 deputies, for whom “the account is not there.” The intergroup has thus prepared its own “social emergency” text with a rise in the minimum wage to 1,500 euros, a “real thaw” of the point of the civil servant index (10%, where the Government announced 3.5%) or even a “price lock”, as many measures as they will take in the Chamber.

The government’s version is “very, very far from living up to what the French expect”, according to LFI leader Mathilde Panot, her colleague François Ruffin lambastes “a law that tries to distribute crumbs because we arrived after of an electoral sequence”. . On the tripling of Macron’s bonus, the deputy for the Somme lambastes “a dispossession of the social system.”

The first secretary of the PS Olivier Faure also mentioned a “lower loss” text instead of purchasing power, while “does not do the mesh” for Sébastien Jumel (PCF).

As for the environmentalists, they also have in their sights measures that they consider “climatecides”, such as “the reopening of coal-fired power plants”, via the increase in authorized emissions, or the LNG floating terminal project in Le Havre.

Everyone must meet tomorrow morning in intergroup and then political formation by political formation to decide on their respective positions. The Socialists could be tempted to abstain while the rebels could vote against the text.

The Liots in territorial defense

The 16 deputies of the group made up of Liberties, Independents, Overseas and Territory will not necessarily vote with a single voice. But the group could lend a listening ear to the executive. “We would move towards a vote in favor (…) if we obtain any satisfaction”, affirmed its co-president Bertrand Pancher, citing in particular the need to “give the means to the communities” to find counterparts to the increase in the minimum.

“The text goes in the right direction,” his colleague Christophe Naegele told Reuters, “there is real progress, but we must not forget the growing public debt.”

And observe that “in a boxing match, it’s round after round.”

In the absence of an absolute majority, the 250 elected officials LREM (renamed Renaissance), MoDem and Horizons are forced to find common ground with the opposition. With in memory, the small trauma of the first test in the health text, approved last Wednesday in pain.

If Nicolas Turquois (MoDem) plaidé in commission pour “trouver les voix et moyens du dialogue et de l’écoute réciproques”, the chef de file des députés LREM Aurore Bergé warned them that they compromised and were not “pas à n’importe quel Reward”. Some 20 billion euros are already on the table to help the French cope with rapid inflation (+5.8% annually in June).

Under fire from the criticism launched by the Nupes for their votes in favor of two RN vice presidents, the majority made it clear that they would limit the discussions to the “republican arch”. Excluded “the extreme right” RN. But also, “the extreme left” LFI.
