With 428 votes “in favor” of the 429 cast, the deconjugation of the disabled adult allowance (AAH) was voted on Wednesday night almost unanimously. The publication of the vote was followed by loud applause. In a single body, most of the deputies stood up, offering a standing ovation from left to right of the chamber, rarely seen in the openings of the Palais Bourbon since the beginning of this XVI legislature.
A few hours earlier, Olivier Véran touched “wood”, according to his words, but he already congratulated the members of the Palais Bourbon.
“About the AAH, I salute the cross-party parliamentary work,” the government spokesman congratulated a little in advance during the report of the Council of Ministers this Wednesday.
“A topic that deserves to vote together”
Created in 1975, this compensatory benefit for incapacity for work of 919.86 euros per month at the full rate currently lacks consideration of the spouse’s income. Therefore, it can be greatly reduced, or even completely eliminated. Considered unfair, this operation is criticized because it undermines the autonomy of people with disabilities.
“I think that if there is an issue that deserves to vote together this afternoon, it is the one that will allow the deconjugation of the AAH”, declared Marine Le Pen at the beginning of the discussions.
During the examination of the text by the Legal Commission, several identical amendments made by the various opposition groups had been tabled.
After the approval of article 5, which provides for the revaluation of pensions and social benefits, the political parties agree with the opinion of the National Association. The latter punishes a situation that establishes a “double penalty” and “a dependency on a dependency”.
“Democratic anomaly,” denounced Julien Bayou, the co-chairman of the Greens. “Price of love” poetically charged the socialist Arthur Delaporte.
This is “an important moment that does not suffer from demagoguery, provocation, or instrumentalization,” warned André Chassaigne (PCF), who invited his colleagues to a “unanimous” vote.
“Each of us wants this solution to be implemented as quickly as possible,” agreed the bill’s rapporteur, Charlotte Parmentier Lecoq (Renaissance, ex-LaREM).
All amendments calling for faster implementation were rejected by the majority in the name of “realism”. The Minister of Labour, Full Employment and Integration, Olivier Dussopt, promised that the launch of the deconjugation would take place “no later than” October 1, 2023.
“If we can go faster, we will go faster (…) it is not a question of personnel but of technicality and complexity of the information systems to go through,” he justified.
Bump in a slow motion race
Since Monday, when the debates revolve around the bill of 20 measures aimed at improving purchasing power, the deputies have accustomed observers to images of invective and disagreement, without actually finding “compromises”, although desired by everybody.
The macronie will accept “all constructive proposals”, but will oppose the commitments made “to the detriment of our public finances”, warned Bruno Le Maire in the preamble to the first discussions.
LFI accuses the majority of rejecting all the opposition’s amendments – only four out of more than a thousand were accepted by the Legal Commission – RN, Renaissance and LR in favor of the “Macron” bonds oppose Nupes and his desire to increase the wages, most are engaged in the issue of fuel…
Each article takes a long time so that this Thursday, the closing day of the debates on this text, only five articles have been studied in four days. The deconjugalization of the AAH will have allowed at least a boost in this race against time before the parliamentary vacation that is stopped.
