Purchasing power: the bill arrives this Thursday at the Senate, after intense debates in the Assembly

The government has set a goal of final approval of the text by August 7 at the latest.

Extension of the “Macron bonus”, increase in pensions and subsidies… The Senate with a right-wing majority begins this Thursday, and possibly until the night from Saturday to Sunday, the examination of the first part of the package of measures in favor of purchasing power that has crept into the National Assembly.

More than 400 amendments have been introduced to this bill “On Emergency Measures for the Protection of Purchasing Power”.

Just voted overnight from Tuesday to Wednesday by the deputies, the budgetary aspect (PLFR) is also expected in committee this Thursday, before its arrival in the Chamber on Monday. “The ink will hardly have had time to dry,” laments Budget Rapporteur Jean-François Husson (LR).

They were voted for by the Les Républicains deputies, but Bruno Retailleau, leader of the LR senators, who have a majority in the High Assembly with the centrists, set his conditions, insisting that “work pays” and asking the State to “tighten the belt a bit.”

For the rapporteur Frédérique Puissat (LR), almost no measure in the text, apart from the reduction of social security contributions for self-employed workers, “responds to the emergency”. Thus, three new provisions were adopted at his initiative in committee.

LRs have the advantage

The senators created a reduction in employer contributions, the amount of which would be set by decree, for overtime. For the rapporteur, it is “the necessary complement” of the tax measures in favor of workers who work overtime adopted by the National Assembly as part of the PLFR.

They have also provided for the possibility of an early release of employee savings. Senators have finally relaxed the rules for the use of food stamps. A reform provides that they are authorized, until December 31, 2023, for the purchase of any food product, whether or not it is for direct consumption.

The Government, for its part, had announced that the maximum daily limit of these meal vouchers would be increased by decree from 19 to 25 euros.

Bruno Retailleau also rejects that the revaluation of the RSA is higher than that of the point of the index for civil servants, proposing 3.5% compared to the 4% foreseen in the text voted by the deputies.
