It must be said that he expects a lot: the meeting must specify the main orientations of the executive and his agenda for the coming weeks. Above all, the event should serve to enlighten ministers on major ecological issues, at the end of a calamitously hot and dry summer, while energy threats mount.

a busy schedule

Emmanuel Macron and his Prime Minister Élisabeth Borne saw things in a big way. Thus, the 42 full-time ministers, delegates and secretaries of state were invited to participate in this back-to-school seminar. There are even members that the protocol does not necessarily call to attend the Council of Ministers regularly. Therefore, the crowds led to push the walls. Or rather to find others. For once, the executive team will not meet at the Salon Murat but at the Salle des Fêtes de l’Élysée.

As for the schedule, it’s tight to say the least. In the morning, the Government will have to debate the “great fiscal and budgetary challenges of the five-year period”, “the commitment to full employment”, and resolve “its action in the face of the climate challenge”. Each of its articles carries with it the examination of one of the great bills to come. Thus, it will be the reform of unemployment insurance, a text on security, the bill on finances, and the device on the acceleration of the deployment of renewable energies.

Because ecology stands out as the heart of this Wednesday’s seminar. The Government must not only take advantage of the day to perfect its knowledge of current environmental issues and give initial responses, but it will also try to reconcile the fight against this climate change and the defense of purchasing power, a specific translation calls for sobriety that the President of the Republic and its Prime Minister have multiplied in recent days.

The detailed schedule

The schedule for the day was detailed. At the end of the Council of Ministers itself, which traditionally takes place from 10 a.m., and the examination of the various bills, the forty participants must give way to a newcomer: the climatologist Valérie Masson-Delmotte. She is a member of the United Nations Intergovernmental Panel on Climate Change, the IPCC, which alerts report after report of rising ecological threats and campaigns for ambitious policies to counter them.

This ecological meeting, after this summer of heat waves and fires that the Minister for the Energy Transition described as “the coolest” of the next twenty years according to forecasts, is however all the more important as tensions increase due to the gas and electricity due to developments in the Russian war in Ukraine.

On Friday, the Elysée will also organize a new type of Defense Council, focused exclusively on this issue.
