“It does not depend on us, it depends on the opposition”: The mayor does not rule out a 49.3 in the budget

In an interview with Les Échos published this Wednesday, the Economy Minister affirms that “if the Republicans have a constructive attitude”, the Government will not need to force its way through during the examination of the 2023 budgets.

Don’t use 49.3, is it possible? In a few weeks, the National Assembly will resume its work and study the Finance Bill for 2023 (the State budget). But with a relative majority, the presidential field will have to form an alliance to approve the text. Because the government “wants” to avoid 49.3, indicates Bruno Le Maire in the columns echoes this Wednesday.

Paragraph 3 of article 49 of the Constitution allows the executive to approve a text subject to the government’s responsibility commitment.

“But it doesn’t depend on us, it depends on the opposition,” launches the Minister of Economy. “If Republicans are as constructive as they have been in the last four bills, we won’t need 49.3,” he explains.

“We will seek compromise at all costs”

At the beginning of the legislature, LR voted several times with LaREM, in particular, the health bill or the bill related to purchasing power. But despite their overtures, Les Républicains still present themselves as an opposition group to the presidential majority.

Hence Bruno Le Maire’s message. Opposing too much will force the Government to assume its responsibility: “if, on the other hand, the Republicans confirm their line of radical opposition and their refusal to vote on the budgets, the situation will be different”, says the minister.

“As far as the Prime Minister is concerned, we will seek compromise, dialogue, discussion at all costs”, concludes Bruno Le Maire.

The minister, however, refuses to “open the door” to a commission related to public spending launched by the macronist deputy Daniel Labaronne to the rebels and the deputies of the National Group. However, Bruno Le Maire “renews [son] invitation to parliamentarians, socialists and environmentalists from LR to participate in this work.

“Being in the opposition in no way prevents you from participating in a discussion of general interest on the reduction of public spending,” he said.
