Two new prosecutors specializing in violence will be created to investigate the Racing and Independiente bars: how it works

The initiative that promoted the creation of Public Prosecutors specializing in Violence in Sports and related crimes, is 10 years old. Eight if they are counted from the approval of the Legislative power province of Buenos Aires, which converted it into law. Of the six judicial departments proposed, only one has put it into practice: that of Avellaneda Y Lano who already has his own Tax education unit (UFI) specific to addressing violence in football.

Currently, the various cases relating to the matter are scattered across different prosecutors, without centralized information or coordination for the administration of justice. The new modality is expected to allow agile treatment, with greater impact in the so-called “fight against violence”.

In Avellaneda, it is the UFI 4 by the prosecutor Mario Priettowhile in Lanús it is the UFI 6that has Matia Rodriguez in front of. In this way, any crime perpetrated on football fields Independent, Racing, Arsenal Y South dockwill fall on the first and those of Lano, laboratories Climbing remedies, Future Y Victorian sandsin the other.

These are the first and only ones since the “gradual implementation” of these UFIs was stipulated on 20 November 2014 “in the judicial departments of La Plata, Lomas de Zamora, Avellaneda, Lanús, Morón, Quilmes and Mar del Plata”. The law provides for the implementation for the remaining jurisdictions “in relation to the indexes of conflict and of each Department of the Judiciary”.

That changes?

Institutional attempts to eradicate violent people from stadiums, as well as – to a greater extent – fail, tend to view brave fans as entities outside the social spectrum and their networks with sports, government and security entities. Specialized UFIs should not contemplate the habits and customs of recent decades that distinguish an official forum and others that seek to take control of it to obtain that status.

“If someone commits a crime on a football field, there are no ‘official bar’ considerations or anything else. If there are informal ticket sales, it doesn’t matter if executives appear in that network. There is a shift paradigm.” , are exalted in the judiciary.

If this were the case, the first results will be seen in the agility of Justice: the cases will be centralized regardless of the type of crime and it will be easier to combine them. They will all be in the same area and will be part of a basic investigation. There will be no investigation into trout entries in one power of attorney, the carrying of arms in another and disobedience in a third … the links will emerge from the same investigative vein.

Specifically, the list of competition bans will be updated on site: the subject will also be informed in the same deed that his name and surname are registered in the register where the Safe Tribune Program which keeps many members of the “barras bravas” off the pitch.

In the two districts, everything that happens in the spectrum of the court will go to the “sports” prosecutor who will be able to relate automatically, without the judicial bureaucracy intersecting. The violence of football will be treated with the regulations in force on the subject. Or at least that’s the advertised purpose.

The performance

When will you start taking action? In any accident in a match played in Lanús or Avellaneda or in criminal situations arising from the football field, regardless of whether there is a match. The massive pre-game arrests that Independiente faced Ceará were the starting point for ordering the operation.

UFIs 4 and 6 work under the jurisdiction of the Attorney General’s Office, which is responsible for that Judicial Department’s Attorney General, Guillermo Castro. Each has, in addition to the attorney in charge, seven other people to oil the operation.

At the time, the defense of some detainees who had been forbidden to attend could not be held and did not lose their release status for a semantic detail: the defense argued, in addition to the fact that their clients had not been informed, who had not crossed the municipal limit of the stadium and, therefore, had not entered the field.

These details are critical and the negotiations will follow some sort of style manual to avoid the technical shortcuts that bars favor. The first ring of police that spectators will encounter when approaching the stadiums will be considered by the Justice as an area forbidden to those who cannot attend the stadiums.

Meetings with AFA and Municipalities

The new UFIs do not appear as a spontaneous generation: they have the support of the Attorney General and the Ministry of Security of Buenos Aires. Attorney General Castro and prosecutors Prieto and Rodríguez held a meeting at the Argentine Football Association (AFA) with the presidents of eight local clubs in their jurisdictions.

There, on the third floor of the AFA, the Attorney General explained that the investigations that arise from the crimes will tend to expand the organization chart of the bars, coexistence and collusion in the clubs. If the violent are members, clubs must respond with direct action or they will be accomplices in crime.

But it wasn’t the only meeting. In the provincial ministry of security there were several with one goal: to change the paradigm of procedures. At least in Avellaneda and Lanús there will be mutual support in the operations, they will no longer be organized exclusively by the ministry that leads Serge Bernie.

In the next few dates they will begin to fly over drones and before the end of the year the intention is that of facial recognition by security cameras.
