Jair Bolsonaro (PL) administration is nearing its end with 19 empty embassies, including the Vatican and countries like Argentina and France. Realizing that being nominated by a government at the end of its term makes no sense, the Senate Foreign Relations Committee asked Itamaraty to reach a compromise with elected President Luiz Inácio Lula da Silva (PT), who is responsible for evaluating candidates.

“If there is a transition, it makes sense for it to be in harmony,” said Senator Esperidião Amin (PP-SC), chairman of the commission.

Ongoing negotiations. There is a definite urgency about this because the Senate committee is scheduled to make a joint effort on November 22 and 23. Given this scenario, negotiations between Itamaraty and the transitional government have already begun.

Yesterday afternoon, Foreign Minister Carlos França traveled to São Paulo to meet with Celso Amorim, the former chancellor of the Lula government and advisor to the PT on diplomatic issues. The initiative is seen as a sign of goodwill. Amorim is unable to travel as he has recovered from hernia surgery on Tuesday.

he said UOL Noting that the changes were natural with the change of government, he said he preferred not to give names as it would “be rude”. The fact that the head of Itamaraty will meet with him is seen as an indication of an attempt by governments to reach an agreement on the transition.

Esperidião Amin, a member of Bolsonaro’s support base in Congress, says it’s natural for the appointments to the 19 embassies to reflect the interests of the next president. He says the interview took place between career providers with the same training, and he believes in a consensus.

“This is an opportunity for Itamaraty to put on a practical demonstration of the republican spirit and transition,” he said.

Optimism. The expectation is that the reflexes of the meeting between the current and former chancellor will emerge next week when the names are identified. Ambassadorial candidates must be put through a hearing by the Senate Foreign Relations Committee, and the intense effort on November 22 and 23 did not cover the scenario that no diplomat could be heard.

Relevant people informed UOL This optimism is justified because wisdom is expected in the negotiation between Itamaraty and Lula’s transition team. According to the assessment, the matter could have progressed further had it not been for Amorim’s surgery.

Important positions are open. In the set of 19 empty diplomatic missions, there are some that are considered quite relevant. Argentina is a former economic partner of Brazil and a country of regional importance. The void in the Vatican has symbolic significance.

Also on the list are two UN agencies: UNESCO (United Nations Educational, Scientific and Cultural Organization) and FAO (United Nations Food and Agriculture Organization). The latter is representative because ending hunger is one of Lula’s campaign slogans.

It so happens that Brazil is facing an embarrassing situation at FAO. The Brazilian government risks losing voting rights in the institution from next year due to non-payment of its mandatory contribution.

The new face of diplomacy. The president-elect has announced that he plans to change the image and performance of Brazilian foreign policy. Among other areas, the environmental issue will have new guidelines and next week Lula will travel to Egypt and attend COP27.

During the Bolsonaro government there was a strong backlash against Brazil’s positions. Former Foreign Minister Ernesto Araújo has declared that he does not care about being excluded. Criticizing Argentine President Alberto Fernández, Bolsonaro has never been to the neighboring country and the diplomatic post in Buenos Aires is vacant.
