Peruvian President Pedro Castillo announced to the nation this afternoon that he will dissolve the National Congress and set up a “government of exception”. Peruvian newspapers described the action as a coup attempt.

The speech came hours before Castillo faced a third impeachment attempt by opposition lawmakers.
