The National Assembly (Parliament) of Ecuador approved this Tuesday to bring to the impeachment of censure of the president of the country, the conservative Guillermo Lasso, accused by the opposition of alleged embezzlement (embezzlement) in public companies.

With the vote of 88 legislators, out of 116 present, 23 against and 5 abstentions, the motion presented by the legislator Viviana Veloz, of the Union for Hope (UNES) movement, led by the progressive former president Rafael Correa (2007-17) was approved . ).

With that vote, the plenary assembly of the Assembly resolved on the “political impeachment of the President of the Republic” for the “constitutional violation of embezzlement”.“, admitted to treatment by the Constitutional Court”.

The resolution was achieved with the help of various political groups, notably the opposition UNES, the Social Christian Party (PSC) and the Pachakutik indigenous movement, as well as independents.

The accusation

According to the indictment described in the legislative resolution, “diversion or diversion of funds is evident” generated by the state company Flota Petrolera Ecuatoriana (Flopec) with private companies, such as Amazonas Tanker, with which it had a contractual relationship for the transport of crude oil.

According to Veloz, President Lasso, together with one of his delegates, Hernán Luque, “they defined the continuation of oil transport contracts in favor of third parties, aware that they represented a loss for the State”.

Likewise, he assures that Lasso “knew and knew the structure of corruption in Flopec” and that he failed in his constitutional duty to prevent the alleged corruption plot.

Article 2 of the parliamentary resolution envisages that the president of the National Assembly, Virgilio Saquicela, “continue immediately with the elaboration of the impeachment process” against Lasso, for which he must summon a period of five days at a plenary session to question the President.

It also provides that President Lasso is notified “with this resolution” and that he is given “the entire file of this process”.

The resolution of the legislative majority was given after a controversial revision process of the impeachment proposal, which began with the admission to proceedings for the alleged crime of embezzlement, qualified by the Constitutional Court, which however excluded other causes of the trial such as concussion . , corruption and illicit enrichment.
