He Heifeng (何立峰, 68, photo), Vice Premier of China’s State Council (government) in charge of economic affairs, also took on the highest-ranking position in the Communist Party of China, where he coordinates economic and financial policies. It is expected that Deputy Prime Minister Heo will take on the role of Chinese President Xi Jinping’s new ‘economic advisor’.
China’s official Xinhua News Agency reported on the 29th that “He Lifeng, member of the Political Bureau of the Communist Party Central Committee and director of the Central Finance and Economic Commission Office, met with Emmanuel Bonn, diplomatic advisor to the French President, in Beijing.” This is the first time that Deputy Prime Minister Heo has appeared in the media with the title of Director of the Office of the Central Finance and Accounts Commission. Previously, the head of the Central Finance Commission Office was known to be former Vice Premier Liu He (劉鶴, 71).
The Central Finance Committee is a party organization created in 2018 by President Xi, who emphasizes the party more than the government, and President Xi directly serves as the chairman representing the committee. The Director of the Office assists President Xi and is responsible for and oversees policies on the front line.
Deputy Prime Minister Heo was appointed Deputy Prime Minister at the National People’s Congress in March of this year, when President Xi Xi’s third term in office began, and has expanded the scope of his activities as a person in charge of the economy. Following a meeting in Beijing with U.S. Treasury Secretary Janet Yellen, who visited China in July of this year, a high-level meeting was held with French Finance Minister Bruno Le Maire in the same month. Some say that Deputy Prime Minister Heo is in charge of the U.S.-China trade sector while also leading negotiations with major European countries such as France and Germany, demonstrating greater influence compared to his predecessors.
Deputy Prime Minister Heo, who was born in Guangdong Province in 1955, has known Xi at close quarters for more than 40 years after meeting him while working as deputy director of the Xiamen City Office in the 1980s when he was the city’s vice mayor. He is also considered a representative figure of ‘Xi Jiajun (習家軍)’, which refers to a group of President Xi’s close associates.
