Prime Minister Sunnack and CEO Musk had a conversation about the future of AI and the role of government for about 50 minutes at Lancaster House in London, England, on the 2nd (local time). It was the final highlight of the ‘1st AI Safety Summit’, in which governments from 28 countries, including Korea, the United States, the United Kingdom, and the European Union (EU), as well as artificial intelligence (AI) companies such as Open AI and Google, participated for two days from the previous day. ● “AI is the most disruptive technology in history”

Musk, who is also a co-founder of OpenAI, which developed ChatGPT, has consistently criticized the destructive properties of AI over the past year. When Prime Minister Sunnack asked about the government’s role in regulating AI, Musk said, “AI is the most disruptive technology in history. “Just as there are referees in all sports, the AI ​​industry also needs government intervention,” he said.

Regarding future jobs, Prime Minister Sunnack said, “AI must remain a co-pilot, and humans need to take on the role.” In response, Musk said, “In the future, jobs will no longer be needed. However, it is unclear whether that will make people more comfortable,” he said. “AI is like a ‘lamp genie’ that grants wishes, but such fairy tales rarely end well.” He continued, “The future with AI will be an affluent era with ‘universal high income’ rather than ‘universal basic income’,” and “how to find the meaning of life can be a challenge.”

Musk also expressed concerns about humanoids (humanoid robots) being developed by major technology companies, including Tesla. He said, “Humanoid robots can chase us anywhere. “What do you do if one day the software is updated and it’s no longer a friendly robot?” he said. “We need a way to physically turn it off.”

It was predicted that AI could become a true friend or companion that interacts emotionally with people. “One of my sons has a learning disability and has difficulty making friends,” Musk said. “For him, AI can be a great friend,” he added.

● Agreement on ‘safety testing before AI launch’

On the last day of the ‘AI Safety Summit’ held at Bletchley Park, Buckinghamshire, England, governments and AI companies from around the world decided to conduct safety tests before launching the latest AI models. Although there is no legal obligation, it is considered the first achievement between companies and the government in reaching an agreement on AI safety. The British government said, “The government and businesses have decided to participate in a groundbreaking plan that allows governments to assess in advance the impact of the latest AI models on national security and social safety.” It is a consultation plan that attracted corporate participation based on the ‘Bletchley Declaration’ announced the previous day by 28 countries, including China, and the European Union (EU).

However, as national security issues were also discussed at the meeting, only 10 democratic countries, including Korea, the United States, and Japan, and the EU participated, with China being excluded. Among the companies participating were OpenAI, Google DeepMind, Anthropic, Amazon, Mistral, MS, and Meta. Regarding China’s exclusion from the safety test agreement, Prime Minister Sunnack said, “Cooperation with China is necessary, but due to British (security) policy, China could not be invited to some summit meetings.”

Each country also agreed to hold a conference to create and share AI safety reports every year, led by AI authority Professor Joshua Bengio of the University of Montreal in Canada.

Although some agreements were reached at this meeting, it is pointed out that each country’s interests surrounding AI are intertwined, and AI safety tests are not mandatory, so there are limits to their effectiveness.

Musk also posted a sarcastic cartoon of the meeting on X (old Twitter). The UK, US, Europe, and China are each outwardly concerned about the danger that AI will pose to humanity, but on the inside, they are shouting, “I will be the first to develop AI.” Musk posted this cartoon and wrote, “Sigh.”
