There has been considerable controversy as it has been belatedly known that Brazil’s local council passed an ordinance written by ChatGPT, a generative artificial intelligence (AI). The city council member who proposed the ordinance said that he intentionally proposed an ordinance created with ChatGPT to raise ethical debate surrounding AI in the political and public spheres.
According to the Washington Post (WP) on the 4th, the southern city of Porto Alegre this October passed an ordinance with the unanimous consent of 36 city council members prohibiting the government from charging households with stolen water meters the cost of replacing them. This ordinance went into effect on the 23rd of last month.
Six days later, City Councilor Ramiro Rojario (37), who proposed the ordinance, announced on social media did.
According to Rep. Hojariu, it usually takes three days to draft an ordinance. On the other hand, ChatGPT created the same bill in just 15 seconds after entering a 250-character command. He said, “The bill created by AI contained content that I had not even thought of,” and praised the bill for creating this bill by reviewing best practices for drafting bills at home and abroad in a short period of time. He also said that although the bill was reviewed by the city council, there were only minor wording changes and no changes to the content.
Representative Hojariu, who is an AI positive, argued, “This incident confirms that AI can be a useful tool in politics.” He also said that AI cannot replace humans, but that humans who know how to use AI can replace humans who do not, and that “we must prepare the way.”
Some fellow lawmakers responded positively. However, there are some lawmakers who criticize the fact that they did not notify in advance that the ordinance was written using ChatGPT. In particular, City Council Chairman Ami Utong Sosmeier expressed concern to local media that it was a “dangerous precedent” and that a warning light had been turned on about AI’s legislative activities.
“I’ve received a lot of questions about what the next step is,” said Rep. Hojariu, adding, “(AI) could reduce the number of politicians.” It was a joke about the productivity of current politicians.
