South Africa had asked the ICJ to order Israel to cease operations in what is considered one of the most intractable core conflicts in the world.

In a preliminary ruling issued by a panel of 17 judges, the ICJ did not order a halt to the attacks, nor did it dismiss the case, but ordered six so-called interim measures to protect Palestinians in the Gaza Strip.

“The ICJ is keenly aware of the tragedy in Gaza and deeply concerned about the ongoing loss of life and human suffering,” ICJ Director Joan Donoghue said.

However, today’s ruling is literally just a preliminary ruling. It may take years before a final decision is made. Moreover, it has no legal force against Israel, which denies the charges and requested the ICJ to dismiss the charges.

South Africa has urgently requested an order for Israel to immediately halt its military operations in the Gaza Strip and take “reasonable steps” to ensure the Palestinians receive much-needed aid.

Israel launched a large-scale air and ground attack on the Gaza Strip after Hamas launched a surprise attack on Israel on October 7 last year, killing about 1,200 people, mainly civilians, and abducting 250. This resulted in the complete destruction of most of the Gaza Strip, leaving nearly 85% of the 2.3 million population homeless and refugees.

Hamas’ health ministry in the Gaza Strip announced on this day, hours ahead of the ICJ court opening date, that the total number of deaths in Palestine has surpassed 26,000, reaching 26,083, about two-thirds of whom were women and children.

On the other hand, the Israeli military claims that at least 9,000 of those killed in the nearly four-month war were Hamas militants.

UN officials fear more people could die from disease and at least a quarter of the population could face starvation.
