Zelensky accused Russia, which demands that Ukraine pledge not to join NATO and remain neutral, of trying to divide its country by holding a referendum on independence in the occupied territories, such as the annexation of Crimea in 2014.

In addition to saving all of Ukraine, the president stressed that to accept the neutrality that Moscow demands, it needs “security guarantees that will not be the target of similar attacks in the future, and other weapons should they be faced with a war as it is now.”

In any event, he reiterated that any decision on this issue would be submitted to a “referendum of all people”.

Regarding the course of the negotiations, Zelensky complained that “Russian negotiators lack the capacity to make decisions and that (Russian President Vladimir) Putin will always have the last word”, which is why he demanded direct dialogue between the two presidents.
