President Jair Bolsonaro (PL) maneuvers to be accepted at a formal meeting with US President Joe Biden before his term ends. Senior executives in Brasília told the column that Planalto Palace hopes the meeting will take place during the Americas Summit, which will be held on June 9 in Los Angeles.
According to these sources, an informal consultation took place by Brazil about a month ago. But so far, the White House has remained silent, leaving the executive apprehensive.
According to the report, the US government did not respond. Itamaraty insists on “denying” that a request has been fulfilled. “The President’s visit to the Continental Summit of the Americas has not been confirmed,” the State Department said. “The State Department awaits the results of the pioneering mission to make the appropriate recommendation.”
However, two diplomatic sources within the prime minister’s office confirm that the government has already expressed to the Americans its intention to have Bolsonaro accepted by Biden. However, no formal, written request was made to avoid embarrassment outright.
On the American side, there has been an effort in recent months for a rapprochement to occur and for the relationship to become more mature in Los Angeles. Biden even acknowledged Nestor Foster Jr., the Brazilian ambassador. In the Oval Office, a delegation traveled to Brazil to deal with the long-term and strategic aspects of the bilateral relationship.
But the White House took Bolsonaro’s new attacks on the Federal Supreme Court and the electoral system as a warning sign and hesitated to continue on the path of rapprochement.
Biden worries about a possible path to corporate collapse. This is not the first time this warning has been issued. The matter was even the target of a warning from CIA director William Burns while in Brazil last year. The message was clear: If there were a coup, the White House would not hesitate to condemn it and isolate Brazil on the international stage.
Active in international diplomacy, Biden never admitted to contact with Bolsonaro. They are called leaders in different parts of the world. But he left the Brazilian out of the contact book.
Last year, Biden even left the room during a virtual meeting between leaders when Bolsonaro was about to deliver his speech.
If the heads of diplomacy of the two countries spoke often, the President of Brazil was left off the list of guests of the G7. When asked if he would call Bolsonaro even at the beginning of the term, Biden burst out laughing.
In Washington, Bolsonaro did not unconditionally condemn the invasion of the Capitol and was one of the last world leaders to recognize Biden’s victory, as well as repeating the lies of Donald Trump, questioning the fairness of the American elections.
Months after the election, the Brazilian attempted rapprochement and asked to speak to the American at different times. Always fail. In the government, the gesture to call Vladimir Putin is seen as a response to the isolation Brazilians face from major western leaders, including Biden.
But even within Itamaraty there is a perception that Americans might give up, including ensuring the success of the Summit of the Americas. With his foreign policy decisions questioned and his popularity waning, the American president can’t go wrong with his neighbors.
To underestimate Brazil, the region’s second largest economy, or to create a situation where Bolsonaro will miss the event, is to risk the weight of the event.
However, there is a moment of friction in the relationship. The Brazilian government is under intense pressure for Western powers to change their stance against the war in Ukraine and to insist on refraining from voting to exclude Russia from international bodies.
The column found that American and British diplomats led the attack, hoping that Brazil would join the Western bloc, which is seeking complete isolation from Vladimir Putin on the international stage.
The scenario was not repeated in Brazil, if in various countries of the world the pressure of the great powers was associated with the threat of cutting support for certain development programs. In the case of the country, however, negotiators reveal the implied implication that a dreamy OECD (Organization for Economic Co-operation and Development) membership cannot succeed without a change in the Bolsonaro government’s stance.
