A party official said European Union governments were unable to agree on a Russian oil embargo on Sunday, but will resume talks on Monday morning as they try to prepare an agreement in time for an EU summit on Monday afternoon.
The proposal, which is currently under discussion among EU countries, envisions a ban on Russian oil delivered to the EU by sea by the end of the year, but provides an exemption for oil delivered by the Russian Druzhba pipeline, which feeds Hungary, Slovakia and the Czech Republic.
