Jens Stoltenberg, the general secretary of the alliance, said the US would strengthen its positions in Eastern Europe in response to its invasion of Ukraine.
“Let’s make it clear that Russia poses a direct threat to our security,” Stoltenberg told reporters.
Stoltenberg considers the Madrid summit to be “historic and transformative” for the alliance formed in 1949, which is now facing the Russian threat in Ukraine.
“We came together in the midst of the most serious security crisis we have faced since the Second World War,” Stoltenberg said.
NATO will embark on the largest overhaul of its defense and deterrence capacity since the end of the Cold War, strengthen its troops in Eastern Europe near Russia and greatly increase its highly available troops.

“China is not an enemy,” Stoltenberg said.
