Mario Draghi’s government was in danger this Thursday having decided the 5 Star Movement (M5S, anti-system), a member of the ruling coalition, not to vote for confidence in a decree-law discussed in the Senate.

Giuseppe Conte, former head of government and current head of M5S, announced on Wednesday night that senators from his party would leave during the vote of confidence requested by the government.

The story is Italian, complicated: this legislative decree, which contains measures of around 10,000 million euros to help families and companies face inflation, also contains a measure to facilitate the construction of a garbage incinerator in Rome. However, the fight against garbage incinerators represents an essential element of the M5S policy.

Is there no government without the M5S?

During the vote in the Chamber of Deputies last week, the M5S had voted confidence in the government but had subsequently abstained during the specific vote on the decree-law.

The rules are however different in the Senate where the vote of confidence coincides with that of the document in question, not allowing the M5S the loophole used in the Chamber of Deputies.

Mario Draghi, for his part, stated on several occasions that there would be no government without the M5S and no Draghi-bis government without the M5S, although the number of elected deputies from this party is not enough on its own to overthrow the executive.

A vote of confidence in the middle of the day

As for the substance, the M5S, winner of the last legislative elections, in 2018, with 32% of the votes and a relative majority in Parliament, has since continued to fall in voting intentions and many of its elected officials have gone.

Now, with a 10%-11% intention to vote in the polls, he is trying to gain greater visibility and reaffirm his principles, while legislative elections are theoretically scheduled for early next year, unless a fall in government causes elections. anticipated.

The discussion in the Senate begins around 9 am, while the vote of confidence should take place in the middle of the day.
