The House of Representatives Human Rights Commission has filed a complaint with UN rapporteurs about the government of Jair Bolsonaro in the face of the political violence in Brazil and the murder of Marcelo Arruda. Observers at the United Nations, in their column, stated that the return of the political violence debate in Brazil to the level it has gained in recent months has reached an unprecedented level in the democracy period and that the debates about the country in the United Nations have returned to the scenario. commissions during the military regime (1964-1985).
While party sources confirm that they are monitoring the situation in Brazil, Itamaraty has been trying to silence and criticize any questioning made by the UN in recent weeks about Jair Bolsonaro’s behavior in the face of the elections. Last month, after Brazil was criticized by UN High Commissioner for Human Rights Michelle Bachelet, the government insisted it would not accept international participation in local election debates.
Now, the new allegations have been handed over to Clement Nyaletsossi Voule, Special Rapporteur on Freedom of Peaceful Assembly and Association, and Irene Khan, Special Rapporteur for the Promotion and Protection of the Right to Freedom of Expression and Opinion. The column found that the situation in Brazil was closely monitored by UN mechanisms dealing with political violence in Brazil.
The document, signed by Orlando Silva (PT-SP) and the head of the Commission, recalls that Voule was in Brazil in March and has already expressed concerns about the polarized environment that could deter citizens from voting in the next general election. He noted that the context of threats, intimidation and violence, including death threats against candidates at the time, attracted his attention.
“He also expressed his concern to learn that Brazil had recently passed a law facilitating access to guns. Unfortunately, the worst concerns have already been confirmed,” the text says, referring to Arruda’s death.
The PT militant was shot by a criminal agent who occupied Arruda’s birthday party. “Crying support for Bolsonaro, he shot Marcelo, who died at the age of 50, in front of his friends and family,” the text reads.
“The truth has caused a national uproar on the one hand. But President and Vice-President General Hamilton Mourão, who denied inciting violence and did not offer solidarity to the family, said no matter if it was to deal with a weekend brawl,” says the House Committee.
According to the complaint, there is “a serious atmosphere of hostility and violence” in Brazil today. “The social and political environment is extremely serious, not only in terms of threatening the next elections and the democratic regime, but also because of the tangible risk posed by activists and candidates who are somehow in opposition to the current government.” aforementioned.
The Commission presidency asked UN rapporteurs to express themselves and explain “which international parameters must be respected in the given situation and which are not respected”. The agency also asks rapporteurs to “help Brazil overcome this serious violation.”
Bolsonaro’s provocation
But the document is not limited to the case of Arruda, who died on June 10. According to the complaint, there have been at least 16 recent incidents of aggression or incitement to violence, including the murder of Marielle Franco.
The text makes clear President Jair Bolsonaro’s responsibility to encourage such actions. “On September 3, 2018, then-presidential candidate Jair Bolsonaro said, “Let’s open fire,” with a rifle in his hand.
At a ministerial meeting on April 22, 2020, Bolsonaro said he wanted the people to take up arms if he lost the election.
“After the UN rapporteur’s visit on April 16, 2022, Bolsonaro spoke in a speech of “hit” and “grenade” while criticizing Lula. Bolsonaro attacked the electoral system in a live broadcast on his social networks on July 8, and said1: “What do I think? Needless to say, you know what’s at stake. You know how to prepare, not for the New Capitol, nobody wants to occupy anything, but we know what to do before the elections.”
The complaint also states that on June 15, 2022, in Uberlândia, a drone released a poison with the smell of feces and urine to the people awaiting political action with Luiz Inacio Lula da Silva.
“On July 7, 2022, the judge who ordered the arrest of a former minister of the Bolsonaro Government was attacked with feces and eggs while driving in Brasília”, emphasizes. “The same day, at Lula’s demonstration in Rio, a bomb with homemade excrement was dropped on the audience,” he said.
The complaint also recalls how Bolsonaro participated in actions in São Paulo and Brasilia to shut down the National Congress and the Federal Supreme Court. “He described the election as ‘nonsense’, said he would only leave the presidency ‘arrested or dead’, and praised contempt of justice,” he said.
The document provides examples of acts of violence perpetrated by bolsonarists at the time of the 2018 election: “In the last ten days, at least 50 cases of violence incited by Bolsonaro supporters have been recorded across the country,” it says.
“The next day, 8 October, Paulo Sérgio Ferreira de Santana killed capoeirista Mestre Moa do Katendê with 12 stab wounds in Salvador. Moa told Paulo Sérgio that he was against candidate Jair Bolsonaro, and that was the reason for the crime. ” , highlights.
The complaint also recalls that in his inaugural address in January 2019, Bolsonaro declared that the Brazilian flag “will only be red”. [em alusão à esquerda] if it takes our blood”.
“On 28 November 2019, Fábio Leandro Schlindwein killed Antônio Carlos Rodrigues Furtado with punches and kicks, even while the victim was already lying on the ground. According to the Military Police report, there was a political debate before the attacks and Schlindwein was a right-wing sympathizer, while the victim was a left-wing sympathizer. says it will happen. “At the police station, another version of the motive for the crime emerged: the debt dispute,” he added.
Among the cases reported by the House Committee is the case of Rodrigo Pilha, a Labor Party militant who was arrested in March for hanging a banner calling Jair Bolsonaro a genocide. “He was tortured in prison. The agent who attacked him asked if he was ashamed of being a 43-year-old PT vagrant,” he said.
