US President Joe Biden called on Russia and China on Monday for talks on nuclear arms control, saying Moscow has had this responsibility especially since the invasion of Ukraine.
Biden said in a statement that his administration is willing to “rapidly negotiate” a text that limits the intercontinental nuclear weapons of the United States and Russia and will replace New START, which expires in 2026.
“Russia must show that it is willing to resume control of nuclear weapons,” Biden said.

According to Biden, Beijing, as a permanent member of the UN Security Council, has a mandate to “participate in talks that address military dynamics that reduce the risk of miscalculation and destabilize.”
“Resisting the commitment to arms control and non-proliferation is of no use to any of our nation or the world,” he added.
Biden argued that the nuclear powers – particularly Russia and the US – have a responsibility to set the agenda and ensure compliance with the Nuclear Non-Proliferation Treaty (NPT).
