Russia says use of nuclear weapons is possible only in ’emergency situations’

Russia’s Foreign Ministry said on Thursday that Moscow would only use its nuclear arsenal “in emergencies” and was not interested in engaging in a direct conflict with the Western military alliance, the North Atlantic Treaty Organization (NATO) and the United States.

Russia’s Defense Minister said on Tuesday that Moscow “does not need” to use nuclear weapons during its military action in Ukraine, describing media speculation that Moscow may deploy nuclear or chemical weapons in the conflict as a “blatant lie”.

Speaking at a briefing on Thursday, Foreign Ministry spokesman Ivan Nechaev said nuclear weapons would only be used as a “response” measure.

“Russian military doctrine allows for a nuclear response only in response to the threat of mass destruction or when the existence of the state is threatened,” he said. “In other words, the use of a nuclear arsenal is only possible as part of a response to a self-defense attack and only in emergencies.”
