The participation rate of women, which is considered as the basis for determining the winner of the October elections, in the election of candidates is low. The finding comes from a poll conducted by the Elas que Decidem movement that concluded that 33 million women did not vote in the polls in the 2018 presidential election.
In 2022, women will make up 53 percent of the electorate. 8.6 million female voters (79.2 million in total) are more than male voters (70.6 million). In fact, 2022 also marks the 90th anniversary of obtaining the women’s vote, approved in the 1932 election law.
Despite this, women’s participation in elections faces challenges related to representation and low women’s participation in the election of government officials.
Adding abstentions to the estimate of blank and invalid votes, women’s participation in government elections is significantly lower than that of men.
According to the survey, 19.6% of women abstained in 2018 according to TSE data. However, by crossing the data with the data from Datafolha, it is possible to estimate that 43.3% of the voters did not elect candidates in these elections. Altogether, approximately 33 million voters did not participate in the polls or cast blank and invalid ballots.
According to Datafolha, women aged 16 to 24 represented about 8.4% of the electorate in this election. There were 12.3 million voters, but almost 27.9% of them did not elect a candidate. This includes those who did not go to vote or gave blank and invalid votes.
Also, according to Datafolha, women aged 25-34 reached 16 million voters in 2018, representing about 11% of the electorate. However, when collecting those who did not vote or those who voted blank and blank, 36% did not elect a candidate.
Regionally, abstentions (TSE) and estimation of gaps and gaps (TSE + Datafolha) show:
● Women in the Northeast represented approximately 14.3% of the electorate (2018, Datafolha), reaching 20.9 million voters. However, it is estimated that just under half or 46.4% of them did not elect a candidate (do not go to vote or cast a blank and invalid vote).
● Southeastern women represented approximately 23% of the voters (2018, Datafolha), reaching 33.8 million voters. It is estimated that 51.6% did not elect a candidate (did not vote or cast a blank and invalid vote).
methodology
TSE does not report blank and invalid vote profiles by gender. To arrive at the number in this report, the calculation methodology was based on data from TSE and the intent of the votes in 2018 from DataFolha, and blank, invalid and undecided vote statements of candidates were taken into account as the non-election index.
The variation of the candidate non-choice index (white, blank and undecided votes) was calculated via the DataFolha survey (Field date: 26/10/2018). This change in the percentage of official national abstentions from the TSE was applied to estimate the number of people who did not elect candidates for each profile in 2018.
In the case of women from the Southeast and Northeast, the change in the percentage of official abstention from the regions announced by the TSE was applied to obtain an estimate of the number of women who did not elect candidates in these regions in 2018.
