Jair Bolsonaro’s Queen Elizabeth II in London. The campaign of trips to Elisabeth’s funeral and her abduction by the inauguration of the UN General Assembly led foreign governments to consolidate an orientation to avoid more open contact with Palácio, the signing of treaties or memorandums. Planalto, at least until the election is defined in Brazil.

Mainly in Europe, officials have already taken a cautious stance towards Jair Bolsonaro’s government, and the European Commission is working within itself with the expectation that in 2023 the Brazilian president will become another president.

Diplomatic sources confirmed that the option to walk away gained traction in the months after Bolsonaro met with foreign ambassadors in July to lie about the Brazilian electoral system. According to the protocol, foreign embassies could not accept the invitation of the head of state of the country in which they were located. But most ambassadors felt “used” when they realized they were the stage for an election campaign and were against the polls.

The disturbance reached new heights last week after Bolsonaro used the funeral of the British monarch to campaign. There is a perception in foreign embassies in Brazil that the president will no longer respect any protocol, mourning or norm.

The report found that in some democracies the orientation was to suspend more frequent contacts with Brazilian officials to avoid a repeat of the embarrassing scenario.

“For many of us, he’s already a lame duck,” said one foreign diplomat, referring to the concept of a president who no longer rules in English and waits for a deadline.

Brazilian diplomats began to be informed by their colleagues in different capitals that strategic decisions regarding Brazil would await the definition of the election results. This is a fancy way of saying that for now, contacts will be limited to essential and urgent matters.

But as contacts with Bolsonaro’s government are limited, foreign officials are multiplying meetings with members of Brazilian civil society, indigenous people and groups opposed to the president.

This week, both the European Commission, the presidency of the European Parliament and UN rapporteurs will receive a delegation of indigenous Brazilians in Brussels and Geneva. Less than a week before the election, the gesture was interpreted by international observers as a clear message that these entities do not agree with Bolsonaro’s political stance on environmental and human rights issues.

In recent weeks, European governments, Vatican and US congressmen have followed the same path and opened their doors to Brazilian non-governmental organizations. The reason: the Brazilian elections and eventually a democratic break in the name of Bolsonaro.

As the UOL announced on the 20th, an articulation was also made between foreign governments for the recognition of the result announced by the TSE (Supreme Electoral Court), preventing a vacuum for Bolsonaro to have international support. an act of competition.

Days later, the American embassy in Brasília was the first to point in that direction. Joe Biden’s government has stated on social media that it will consider the result approved by the Brazilian electoral system as legitimate, not negotiated.
