Buying and selling in the Argentine automotive market is one of the many items that have to deal with the volatility and uncertainty offered by the economic scenario, both macro and daily. But since it keeps moving, a tool to have on hand when trading used cars is to have the reference prices in the squareand in such a way as not to make mistakes in values.
Therefore, the Automotive Chamber of Commerce (CCA) offers every month the list with the average prices that are usually managed in private car buying and selling agencies. It is, without a doubt, a used market thermometer. In this case, it is the reference for September 2022.
This list shows the reference values for all the models present in the local market, from 2008 to 2022. These are average values obtained from the transactions that close its members but also by virtue of surveys carried out in the sector.
This CCA map does not include many of the variables to consider when buying a used vehicle, which in any case require precise information, including everything from the state of conservation of the vehicle to its legal situation (whether it has debts or is in good standing with taxes or fines). These prices do not include the administrative costs involved in an operation, such as relocation, insurance or transportation, among others.
The prices of kilometer 0 are also expressed in the CCA price list, for which the official price lists published in the previous month by terminals and importers are taken as a reference – if they are in dollars, clarification is made – In these cases, no extra expenses are contemplated in the when buying a car new ones, such as freight transport and patenting.
Used cars: how to make the transfer
In an operation with a used one, it is crucial to make the transfer quickly. The buyer thus obtains the transfer of ownership which certifies him as the owner of the vehicle and the seller is exempt from any civil, criminal and tax liability in the future.
For its part, at the end of the transfer procedures, the buyer insures the vehicle even if the seller regrets the transaction or the car suffers some inhibition.
Whoever buys the unit will be responsible for the fines and payment of the patent, among other obligations that are generated by the signature. The deadline for the transfer of a used car is a maximum of 10 days.
The transfer of ownership is estimated to be approximately 6% of the model value. This figure includes the price, as well as tariffs, forms and taxes that must be paid to the Sectional Registry.
Thus began the transfer of a used car
The fee to make the transfer is 1.5% of the value of the vehicle in the case of those of national production, and 2% for those imported. According to the DNRPA, these are the essential requirements:
- Signature certification per person.
- Title issue.
- Issue of an identity document.
- Driving license issue.
- High taxes Debt / fine / infringement request.
- Tax reduction.
- Module 13.
- Module 08.
- Provincial stamps and taxes.
The DNRPA also allows you to make an estimate of the costs involved in the process of relocating a used car. To do this, go to their website and in the “Procedure type” choose the “Transfer” option. Once there, you will simply have to enter the patent, the declared value and the province of residence.
On the other hand, the most agile way to start the process is to do it from the DNRPA website. You access “Digital Transfer”, where Form 08 must be completed. This can be done by both the buyer and the seller, as it will be necessary to enter the data of both, the domain number and the chassis number of the Second vehicle on the site of the DNRPA, the documentation required to make the Digital Transfer is as follows:
- Original and photocopy of the DNI.
- Vehicle title (when the transfer is presented in the filing register) or CAT – Proof of Assignment of Title – (when the transfer is presented in the future filing register) and all identity documents issued, including license ID documents driving.
- Form 12 with the verification carried out Proof of CUIT, CUIL or CDI of the buyer (only for cases in which this information does not appear on the back of the DNI).
Once Model 08 has been approved, those who have completed the procedure can contact the Sectional Registry to physically sign and complete everything previously established in the form.
Used cars: what documents the buyer needs
The buyer must report to the Sectional Registry with their DNI, proof of CUIL and justification of funds, in the event that the used vehicle to be purchased is worth more than $ 2,237,000. To do this, you can file a report from an accountant or a sworn tax return.
Although these documents are not mandatory, the buyer is advised to request three car reports. One of these is the domain report, which confirms the car salesman’s data and that there are no judicial inhibitions, seizures, reports of theft or other legal impediments.
The free offense debt must also be requested, which records that the vehicle does not contain any unpaid sanctions at the time of the transfer.
Finally, you have to apply for patent debt free. The latter is obtained from AGIP, if the car is from CABA, and from ARBA if it is from the province of Buenos Aires, while the first two are obtained from the DNRPA website.
Used cars: what documents the seller needs
For its part, if the car is between the ages of 2 and 12, the seller must carry a police verification certificate, known as Form 12D, which can be obtained at any authorized police establishment. In addition, you must also have your DNI, the car’s official title, the Technical Vehicle Verification (VTV) and the certificate of engraving of the auto parts.
Likewise, you must also present yourself with the Vehicle Transfer Certificate, the CETA Form, which is an affidavit prior to Federal Administration of Public Revenue (AFIP) for all transactions over $ 800,000. The procedure is free and can be done with and without a tax code.
To fill it in without AFIP tax code you need to access the CETA website and indicate the e-mail address to which the seller wishes the form to be sent. You will have to fill in a form with your details, those of the seller and clarify if 100% of the value of the property is transferred.
In the meantime, those who want to do it with a tax code must enter the AFIP portal, go to “Transfer of Goods and Furniture to be Registered” and select the CETA option.
Other expenses for the sale of a used one
Once registered in the Sectional Registry, seller and buyer must agree on who is entitled to the stamp duty (3% of the value of the car), the transfer tax (1.5% of the value of the vehicle if national and 2% if imported) and other documents, which usually cost between 0.5% and 1% of the value.
