Imports are unblocked: SIRA, non-automatic licenses cease and the debtor registry is created

The Government will put they end this Tuesday at SIRAthe import system designed by Sergio Massa’s Ministry of Economy with the promise of transparency but that it ended up being more discretionary than before October 2022, when it was created.

The resolution that will be published in the Official Journal will put an end to SIRA and, in turn, will determine your replacement: THE SEATS (Statistical System of Imports), a sort of register in which imports must be declared and then assigned to a shipment.

With this new tool, the need for approval by the Ministry of Commerce, which generates discretion, is eliminated. The government will publish a procedures manual for SEDI, which should be put into operation immediately.

The form of access to dollars has already been established by the Central Bank. It will no longer be necessary to have prior approval to pay for new imports, but a system of staggered access has been established depending on the type of good or service.

Payments may be immediate for foreign purchases of hydrocarbons and derivatives and electricity. Meanwhile, after 30 calendar days, payments for pharmaceutical products or inputs from this industry, as well as for fertilizers or plant protection products could be released.

The agency also imposed a six-month (180-day) payment period on auto imports.

And, for the rest of the assets, payments can be made in four installments. That is, 25% from 30 consecutive days; a further 25% starting from 60 days; a further additional 25% starting from 90 days and the remaining 25% starting from 120 calendar days.

The same resolution that cancels SIRA Furthermore, as anticipated, the register of import debtors will be created -companies are estimated to have liabilities for more than 50,000 million dollars with their suppliers or their parent companies. The government wants to filter this register and assumes that there will be complaints that will fall by the wayside.

Companies that sign up and have official approval will be able to subscribe to dollar bonds (Bopreal) to repay these debts.
