Ministers from six provinces propose another law on biofuels

The ministers of the northern provinces of Tucumán, Salta and Jujuy, along with Santa Fe, Entre Ríos and Córdoba, presented a proposal for biofuels in a letter to the Minister of the Interior, Guillermo Francos, who they constitute the productive heart of those economies.

The letter is signed by Gustavo Puccini (Santa Fe), Fabián López (Córdoba), Guillermo Bernaudo (Entre Ríos), Daniel Abad (Tucumán), Martín de los Ríos (Salta) and Juan Carlos Robles (Jujuy).

The proposal is that petrol contains a percentage of mixture mandatory minimum with bioethanol, by volume, measured on the total quantity of the final product equal to 12%.

“Starting from the third year after the entry into force of the law, the executive authority will make available a series of mandatory blends of bioethanol with petrol from from 18% to 27% periodically setting the mandatory mixing level depending on the available supply”, they underline.

They also encourage the requesting authority to simultaneously authorize a free market for blends of bioethanol with petrol in percentages higher than 27%.

“Only in case of proven shortage of raw materials for any reason, the executive authority may grant a waiver from the supply and blending obligation which cannot extend for more than 45 days per calendar year.”

Companies responsible for carrying out mandatory blends of biofuels with fossil fuels “must acquire, without exception, all those exclusively coming from manufacturing companies authorized for this purpose by the requesting authorityaccording to price parameters and quantity distribution”, reads the project.

“All manufacturing companies they will have the right to participate in the markets for the production and supply of biofuels for both the domestic and export markets. The law enforcement authority will promote the fair competition among manufacturing companies, ensure in current legislation that the economic sustainability of the participants is not influenced by their degree of vertical or horizontal integration or by their participation in the supply of raw materials for the production of biofuels or by any other factor leading to an abuse of power, dominant position and considering the scale of production, distance from raw material supply centers and blending plants,” they propose.
