Food Card delivery in the province of Córdoba, in February 2020
The AUH (Universal Assignment per Child), the Food card and the Pensions for Mothers of 7 or more children ”together prevented more than 220,000 households from finding themselves in a situation of poverty and 430,000 in poverty until the third quarter of 2021. In terms of population, this assistance has allowed to rise out of poverty to more than 930 thousand people and from poverty to more than 2 million. These results are more relevant considering that the costs associated with the three policies under consideration (Card, AUH and PNC for mothers) represent only about 1% of the product of the economy ”.
The conclusion comes from the Congressional Budget Office (OPC), which added that “if state aid is not mediated, poverty and poverty rates in households will be 5.2% and 39.4% higher, respectively. “
According to OPC calculations, without these benefits, The indigence rate ranged from 9.9% to 14.6% (6,700,000 people nationwide) and the poverty rate ranged from 39.7% to 41.8% (19,150,000 people).
The Report clarified that “both AUH and PNC de Madres also received monetary boosts in 2021 (in addition to updates of amounts corresponding to the Social Security Mobility Law) that sought to improve the living conditions of their target population. ” And that “poverty and hardship rates are calculated following the INDEC method and deducting the amount of corresponding state assistance from total family income.”
From these numbers it can be inferred that these official assistance were able to reduce poverty but had a lower incidence of poverty reduction. That is, according to the latest INDEC Report (second semester 2021), poor households to get out of this condition must improve, on average, 54% their income and poor households 58% to cross the poverty line.
In the data for April, a typical family (couple and 2 children) would need approximately $ 95,000 to avoid being poor, an amount that is unaffordable not only by the unemployed or a good portion of the informal. which draws wages but also a growing proportion of registered workers.
Here it was added that up to this year, the prices leading to inflation were staple foods (such as meat, dairy products, bread and vegetables) that had a direct impact on the indigence basket.
In December 2021, 2,478,127 mothers or fathers received AUH, including 4,373,733 minor sons and daughters. That yields 1.7 children per family, in line with the national average.
