The government released Thursday, in the midst of a battery of economic measures, Decree 332/2022 which takes into account the much talked about segmentation of tariffs. The text published this Thursday in the Official Gazette It establishes the three categories of users who will have to set the electricity and gas tariffs and who will no longer receive the subsidies. In turn, the document also indicates that a register of access to these grants will be created.

The questions that immediately arise are: who and where should users who want (and are entitled) to sign up to keep that subsidy.

A group of 10% of the populationaccording to the data processed in Economics, it will no longer be subsidized. In other words, the remaining 90% will have some kind of subsidy, full or proportional. To determine it, it will not be taken, as it was initially said, the place of residence of the service owner, but his income and assets will be assessed.

Taking into account the contributory capacity of each user of the service, the decree provides for the creation of an Access Register for Energy Contributions (RASE), to improve the information available and facilitate the adoption of public policies.

The text explains in its 7th article that the Energy subsidies access register (RASE)in which residential users of public electricity and natural gas services must be registered through the networks requesting the contribution from the National State.

One thing to keep in mind that it is very important that this time, unlike the previous registration that was supposed to certify the ownership of users of these services, is that the text makes it clear that: registration can be done regardless of whether they own them or not.

As indicated this morning by President Alberto Fernández’s spokesman. “There will be a register and everyone will have to sign up to receive the grant.” It is worth clarifying that “everyone” includes those who have doubts or who actually know they qualify to maintain that benefit.

What is the Energy Subsidies Access Register (RASE)

The Register of Access to Energy Subsidies (RASE) will form the list of beneficiaries of the grant scheme based on the sworn statements made by users of the service.

What is clear, for now, is that yes or yes who does not want to lose the subsidy must register in said register.

The Undersecretary for Energy Planning may request, periodically, the necessary information cross-checks to verify the veracity of the sworn declarations correspondents, according to the authorization issued by each applicant, in order to correctly manage the segmentation regime.

What should the beneficiaries of the social plans do?

According to DNU 332/2022, beneficiaries of social programs such as AUH, AUE, AUD, PROGRESS, IMPROVE WORK, among other things similar can be entered in this register in the “Lowest Income Level 2”, on the “basis of the information that the national State has in its archives, where appropriate”, indicates the text of the decree.

To register, users must submit an affidavit

The affidavit to be submitted will be available in digital format, as established by the Cabinet’s Secretariat for Technological Innovation of the public sector, to ensure its safe, agile and free deployment throughout the national territory.

Furthermore, the text warns that the corresponding public service providers and the National Social Security Administration (ANSeS), must participate face to face necessary for the beneficiaries to carry out the corresponding digital load. More taking into account those people who do not have access to this technology, “in order to universalize access throughout the national territory”.

The executive authority can also order that other public bodies facilitate this procedure in an agile and free way.

The list of beneficiaries of the grant scheme will be reported to ENRE and ENARGAS, both decentralized bodies within the ENERGY SECRETARIAT, other regulatory bodies, provincial authorities and / or companies that provide public services for their implementation. electricity and natural gas through the network, and its communication to the corresponding users, as determined by the procedure for this purpose issued by the SECRETARY OF ENERGY of the MINISTRY OF ECONOMY, with the collaboration of the SECRETARY OF TECHNOLOGICAL INNOVATION OF THE PUBLIC SECTOR of the HEAD OF THE CABINET OF MINISTERS.

The Guarantor Authority may request the information and / or documentation it deems necessary and relevant to continue the process of segmentation to the various branches and bodies of the National Public Administration, which must respond in the terms and in the ways that the Supervisory Authority and as defined in the agreements to be concluded with the various jurisdictions.

How do I know if I am receiving the benefit or not?

Users who will be responsible for the entire cost of the energy they consume – Level 1 for the Government – they will be those who satisfy at least one of the following three conditions:

  • Having a monthly net income (out of your own pocket) greater than a value equivalent to 3.5 total base baskets (for a 2 household according to INDEC. That basket in May (latest data available) equates to $ 95,260.37 and is updated every month Then, the service owner who earns $ 333,411 per month will no longer be subsidized.
  • Be the owner of three or more cars under the age of 5.
  • Owning 3 or more properties 4. Owning 1 or more aircraft or luxury boats according to the type applicable by AFIP 5. Owning company assets that show full economic capacity.

In addition to the people whose benefits will be 100% removed, there are two other segments for which the rate will increase to a lesser extent from June.
