The new anti-money laundering law is the highlight of the session that the Frente de Todos convened this Wednesday in Deputies, convinced of reaching an agreement with Together for change. This Tuesday in the plenary of the commissions, eThe bulk of the PRO ended up supporting, albeit in disagreement, the opinion of the majority of the governing party. In the meantime, the Civic Coalition, the two radical blocs and the Federal Interbloc presented their minority opinion. Everything indicates that the debate will continue in the venue.

The ruling party runs the risk that the opposition’s initiative will add more votes than its own.

Negotiations, as reported by Clarín, were underway between PRO deputy Pablo Tonelli and the head of the Frente de Todos bloc, Germán Martínez. The Civic Coalition was known to raise differences and so was the Federal Interlocking of Alejandro “Topo” Rodríguez and Graciela Camaño. In the commission, the block of the UCR and Evolución Radical ended up adding to that sector.

Tonelli, true to his word, signed in dissent along with most of the PRO lawmakers. Even if part of that space doesn’t. The idea of being allied with the FdT makes them loud. Late at night the interlock will meet to finalize its location for the session.

“Because of a political move to want to impose what is ours, we cannot prevent the emergence of a law that greatly improves the current situation,” warn PRO spade.

“We have found willingness in the government party and most of our suggestions have been implemented,” Tonelli underlined in the debate, while specifying that there are two points they will insist on and for this reason they sign the dissent.

questions and doubts

The proposals still pending are those of creating a new method of appointing the president of the Financial Intelligence Unit, which is more open and transparent; that the possibility of the FIU being a plaintiff in the cases it denounces be raised.

But the deputy of the Civic Coalition, Mónica Frade, thought it up for them “those little differences are THE differences”, and announces the minority opinion along with Graciela Camaño, who had also called for more “autonomy” from the organization.

The head of the ruling party’s bloc complained about the closure. “Why is there the idea that if I have 95% coincidences, I put together a resolved political position in the missing 5%? It is a negotiating dynamic that is not good for Argentina”. “Sometimes it seems like consensus work is useless! That the logic of differentiation always prevails”.

In the ruling party they praised Tonelli for being a “gentleman” and keeping his word. “The rest is a murga“, they stressed at the exit of the commission.

The project

It is an initiative of the Executive that several officials claim from the legislators. The Minister of Security, Aníbal Fernández, did so in the context of the fight against drug traffickers. “When funds are impacted, it’s easier because once you get the money, the product runs out,” he said weeks ago.

Instead, as part of the agreement with the IMF, Economy Minister Sergio Massa undertook to adjust this standard with the parameters required by the International Financial Action Task Force (FATF). There is a new revision this year.

The initiative began to be discussed in committee at the end of last year but was blocked.

The project gives greater autonomy to the FIU, and among other points establishes that transactions of virtual assets must be reported to the agency, which includes cryptocurrencies.

The text has three central axes: the reform of the penal code, the amendments to law 25246 and the creation of a register of beneficiaries.

“After the pandemic, the mechanisms for providing financial services have changed and are different; therefore, the controls that must be applied in this sense must be updated in some way to this new reality”, the director of the Central Bank pointed out. , Zenón Biagosch during the debate on the project.

More themes

Projects of broad consensus were also included in the agenda of the session, such as support and accompaniment to families with a member affected by Down’s syndrome; the law creating the central precocious puberty program; the declaration of natural monument to the agile harpy species; and an agreement for the recognition of qualifications with Uruguay.
