Servers winning up to R$31,000 will try to upgrade before selection

In recent weeks, federal officials have increased the pressure for salary increases on the government of Jair Bolsonaro (PL). In a race against time, key categories of public administration such as the Federal Reserve, Treasury, and Federal Revenue have laid down their arms or intensified their standard operations, as legislation introduced deadlines for hikes this election year. Salaries in some categories range from R$5,700 to R$31,000.

Activating an eye on the calendar

Presenters keep an eye on the calendar, as it is the last year of Jair Bolsonaro’s government and there will be an election campaign.

The electoral law and the Fiscal Responsibility Act set specific rules and deadlines for readjustments based on the time of year, according to Alexandre Rollo, attorney, consultant to the Brazilian Bar Association (OAB) in São Paulo.

The main dates are as follows:

  • April 2nd: until that date, the government may encourage linear reorganizations (for all categories of officers) or increases for certain classes, such as police officers. Increases can exceed inflation
  • From April 2 to June 30: this period is in the six months before the elections scheduled for 2 October (first round). As a result, the government has two alternatives according to electoral legislation. First, it can only incentivize linear adjustments to reconstruct the last 12 months’ inflation. In this case, for example, it will not be possible to restate inflationary losses since 2017 or 2019, as some categories want. A second possibility during this period is that the government encourages reorganizations for certain categories, such as federal police officers or Federal Reserve employees. It would even be possible to raise salaries above inflation, as the realignment would not be linear (for all categories).
  • 1 July: The date marks the beginning of the last six months of the current government. In this period, according to the Financial Liability Law, the state cannot increase personnel expenses.

Depending on the schedule, the servers plan to intensify the strikes or, in some cases, continue the strike at least until the end of the first period.

In the six months leading up to the election scheduled for 2 October, one-off increases for certain categories are not prohibited. They may even be above inflation. What the president or governors cannot do is to give all their federal or state officials an indiscriminate increase over inflation, as this can give the president or governors an electoral advantage.

The movement intensified

Since the end of last year, various categories of civil servants have been pressing the government for increases.

The move began after reelection-seeking President Jair Bolsonaro (PL) signaled his intention to reorganize the salaries of the categories of federal police officers, federal highway police officers, and federal prison agents who are part of his support base.

In response, other categories of officers began to support strikes, the transfer of commissioned positions, and standard operations. The movement has intensified in recent weeks as the Central Bank and INSS servers have gone on strike.

Which servers want it and what strategies are used?

Claims vary by category, but in general, federal employees seek a pay rise. Most of the categories that put pressure on the government are on the federal civil service’s highest salaries list.

In the strike, BC servers are demanding a 26.3% increase in wages. In recent weeks, they’ve been promoting partial pauses between 2pm and 6pm to force a negotiation.

As a result, BC stopped or postponed the publication of a number of statistical data. In addition to the effects on system monitoring, there are also delays in the implementation schedule for the new Pix features.

Currently, a BC analyst earns from R$19,197.06 to R$27,369.67 per month.

Treasury and UGC

Employees of the National Treasury and NYB (General Controller of the Union) represented by the same union have intensified a standard operation in recent days. The general strike is not excluded.

Treasury servers have scheduled a strike for last Friday (1st) and next Tuesday (5th), when the possibility of an attack will be evaluated. With the move, the Treasury delayed the issuance of economic reports and the payment of overdue Treasury Direct bonds, according to the union.

According to Bráulio Santiago Cerqueira, president of Unacon Sindical, an officer at the peak of his career currently earns about 90% of what a federal police delegate earns.

The percentage is actually close to this: a federal financial and control auditor earns up to R$27,369.67 per month, close to 88% of a delegate’s salary (R$30,936.91).

“We want to prevent the widening of the misalignment. It is difficult to state the percentage as the public safety measure has not yet been enacted,” Cerqueira said. “What was circulating unofficially was that the Federal Police would have 27%. So, that would be our percentage.”

INSS

INSS management servers have been on strike since March 23. The strike is taking place in 19 states and the Federal District, according to Fenasps, an industry union.

Last Wednesday (30), it was the INSS medical professionals’ turn to cross their arms.

Both categories are seeking a 19.99% readjustment to make up for inflationary losses since 2019.

A federal medical professional working 40 hours a week currently earns from R$ 14,564.68 to R$ 20,756.56. A senior professional in the Social Security, Health and Business career earns from R$5,740.09 to R$8,924.74.

IRS

In December, Internal Revenue Service auditors were among the first categories to react to news that Bolsonaro would only raise federal police officers. Since then, they have adopted reflexively standard work in the inspection, export and import of goods.

Isac Falcão, head of Sindifisco Nacional, the union that represents the auditors, says a strike is not on the horizon, but standard operation will continue.

“There is a zero-target operation intensifying. In this operation, the auditors only meet what the law requires, not managerial objectives,” Falcão says. As a result, for example, it took longer for goods to go through customs.

Revenue auditors claim the move seeks to increase the agency’s budget. Officially, they are not talking about a salary increase, but about the regulation of the bonus stipulated in the 2017 law.

However, any adjustment of this bonus would mean an increase in the amounts that civil servants receive each month. Today, Revenue auditors earn between R$21,029.09 and R$30,303.62.

What is the government planning?

After the deadline to encourage a linear readjustment above inflation, the government now retains the prospect of a mere 5% increase for all federal civil servants. The percentage, which does not even replace the inflation of the last 12 months, can be accepted at this time without following the election law.

The Ministry of Economy, Federal Revenue, National Treasury, Ministry of Labor and Social Security and KYB, which tried to deal with the movement of the servers, did not comment.
