The Bureau of the Council of FIFA has agreed to extend the transitional rules relating to employment set out in the Regulations on the Status and Transfer of Players (RETJ) to help players footballers, clubs and coaches affected by the war in Ukraine.
According to FIFA, the agreement comes after the amendments to the RETJ that the Bureau approved on March 7 and March 16, 2022, which “provided urgent legal security and clarity on certain regulatory matters.”
Under this new provision, players and coaches can unilaterally suspend until June 30, 2023 as a deadline a contract with clubs affiliated to the Ukrainian Federation (UAF) or the Russian Federation (FUR), “as long as they do not reach a mutual agreement with the club before June 30, 2022 and unless otherwise agreed by written between the parties.

Thus, players and coaches will have the “possibility to train, play and receive a salary, while protecting Ukrainian clubs and facilitating the departure of foreign players and coaches from Russia.”
Regarding the protection of minors, those who leave Ukraine with their parents to other countries due to the war “will be considered to have satisfied the requirements of art. 19, section 2 a) of the RETJ, which exempts them from the provision intended to prevent international transfers of players who have not yet reached the age of 18”.
“FIFA will continue to closely monitor the situation in Ukraine to ensure that the regulatory framework adapts to events,” it added in its statement, in which it “reiterates its condemnation of the use of force by Russia in Ukraine and makes a call for an immediate cessation of the war and for the restoration of peace”.
