After National Institute of Sport from The Saviour (INDES), a sort of national Ministry of Sport, dissolved the executive committee of the Salvadoran Football Federation (FESFUT) and its operation intervened, the FIFA announced that no national team or football team from that country will be able to take part in an official competition.

A Disciplinary and Ethics Court of the INDES had placed the Argentine Lucas Juan Labbad as president of the Standardization Commission that FIFA It does not recognize valid, due to “improper interference” of the state body. The Institute is chaired ad honorem by Yamil Bukelebrother of the president of El Salvador, Nayib Bukele.

Labbad was general manager of Boca from 2012 to 2020 and also served on the commission Club management which worked in the super leaguethe extinct civil society formed by Primera clubs to gain independence from the Argentine Football Association (AFA).

Unlike the situation experienced by the AFA when it appointed a standardization committee chaired by Armando Perez and also included Carolina Cristina, Javier Medina Y Paolo Tovigginothat of El Salvador he was not nominated by FIFA.

INDDES reported over the weekend that members of the federation’s Executive Committee and its general secretary had been “removed from their posts”. He appointed Labbad in order to standardize the statutes required by the General Law on Sport, approved in November 2019 by the Congress.

From Switzerland they argue that this appointment is outside “any statutory and regulatory structure” and refuted with the sporting sanction that weighs on the selections and teams that make up the football structure of that country.

The Standardization Commission has taken over the structures of the FESFUT, and has begun to work “temporarily in search of the regulation of the FESFUT”, according to the declaration that bears the signature of the Argentine.

Spaniard Rubén Ramírez Muñoz, a lawyer with a master’s degree in sports law, civil and commercial mediator, who has collaborated with several international professional football clubs, has been appointed as secretary of the Commission.

The list of directors is completed by the graduate in economics and commerce, René Martínez Holman, and the lawyers, Dorys Stefany Rascón and Rodrigo Miranda Barrilla. The latter designated by the Olympic Committee of El Salvador.

INDDES reported that the positions of the third and fourth directors remain vacant, as they have not been appointed by FIFA, which has been invited to participate in the Standardization Commission.

FIFA’s response

FIFA has warned that in the event that the standardization committee implemented by INDES is not withdrawn before Monday, the matter will immediately be referred to the FIFA Council Bureau for a decision, which could include, inter alia, the suspension of the FESFUT. .

A suspension would mean for FESFUT the loss of all its rights as a member of FIFA, as defined in Article 13 of the Statutes of the highest authority in world football, with immediate effect and until further notice.

If El Salvador is suspended, the different national teams, or any of their clubs, lose the right to participate in international competitions, as well as the right of FESFUT and its members to benefit from FIFA’s financial development programs.
