The Chinese government is crossing a 20th-century mark in international diplomacy and is beginning to criticize the US position in Latin America and at the Summit of the Americas, in a clear gesture that Beijing no longer just wants to follow American power, in the next few days to Los Angeles. will take place in. The attacks still coincide with the 200th anniversary of the Monroe Doctrine to be determined in 2023.

In early May, the Chinese government made clear that it has intentions in the region that for years have been considered a US sphere of influence. A spokesperson for Chinese diplomacy insisted in a meeting with the press that the Summit, organized by Joe Biden, could not only serve interests. Two weeks later, reports were published in Chinese state-controlled newspapers denouncing America’s exploitation of Latin American countries.

The summit comes at a difficult time for Joe Biden, who chose not to invite countries like Nicaragua, Cuba and Venezuela to the regional event. While the Mexican government stated that he would not go, Jair Bolsonaro negotiated a meeting with the American president to go to Los Angeles.

But China’s coming ashore in the debate did not please American diplomats. The column found that Beijing’s move was seen as “bold” by the White House, and that tensions between the two powers in various debates were a clear sign that both were achieving the impact they wanted to have in Latin America.

Today, China is Latin America’s second largest trading partner, surpassing only the United States. But research shows that if the pace of trade is maintained, Beijing will overtake Americans before 2035.

In South America, China is the largest partner, including Brazil. Between 2000 and 2020, Latin American trade with the Chinese market was multiplied by 26, totaling US$315 billion.

At the beginning of May, it was up to Chinese Foreign Ministry spokesman Zhao Lijian to set the tone for Beijing’s message to the Americans. “The summit cannot simply enforce US norms or serve US interests. It cannot be reduced to an American summit,” Zhao said. said.

The Chinese attack, including in Latin America, has taken the former US ambassadors in the region by surprise. One said, on condition of anonymity, that Beijing “emptied the field like a tractor” and abandoned its traditional moderate stance in international diplomacy.

The event, however, was used by the Chinese to quote the Monroe Doctrine, which was about to become two centuries old. “Next year will mark the 200th anniversary of the United States proposing the Monroe Doctrine,” Zhao added.

The doctrine was established by the American president in 1823 and aimed to protect the region from the influence of former European colonial powers. For historians and diplomats, however, such a move heralded centuries of US intervention in the continent.

For China, the United States has not only failed to benefit Latin American countries, but has also exploited them and interfered in their domestic politics, including conspiracies against local leaders.

The Chinese said, “The United States has spoken in America for the Americans, but this is only for the American people.” According to him, Washington views the area as his backyard and is “not committed” to its development. According to Beijing, the Americans brought exploitation, intervention, gunfire and murder to the region.

“There is no place to talk about Monroe in Latin America today, and non-Americans should not copy this strategy elsewhere in the world,” the Chinese representative warned.

“We hope that the American side will seriously respect the sovereignty and dignity of Latin American countries, and will seriously respect the fundamental norms that govern international relations,” Zhao said. said.

Two weeks later, a new attack was launched against Biden and his intentions in America in the Chinese Communist Party-controlled newspaper China Daily.

The newspaper, referring to the official Xinhua news agency, recalled that in 2013, then-Secretary of State John Kerry said at the Organization of American States (OAS) headquarters that the Monroe Doctrine had come to an end.

According to Chinese media, this did not happen. “Washington’s fingerprints, the 2009 military coup in Honduras, the 2012 deportation of Paraguayan Fernando Lugo and the Brazilian Dilma Rousseff in 2016, the forced dismissal of Bolivian Evo Morales in 2019 and Venezuela. “all around the ongoing political crisis,” he said.

“In the nearly 200 years since the United States adopted the so-called Monroe Doctrine in 1823, US brutality in Latin America has overshadowed bilateral relations,” he said. “The history of the United States’ development is also the history of Latin American resistance, marked by blood and tears,” he states.
