Who is the young leader Putin has chosen to lead the separatist region?

Russia has appointed a monarch on Ukrainian territory for the first time this week. This is Vitali Khotsenko, who will become prime minister of the Donetsk People’s Republic (DPR), where the majority of the population is in favor of the Russians.

Khotsenko is the trusted name of President Vladimir Putin, who wants to definitively annex Ukraine’s Donbass region, which includes two regions ruled by self-proclaimed independent rebels: Luhansk and Donetsk.

Vitali’s appointment comes after the resignation of former prime minister Aleksandr Ananchenko and his appointment by DPR chief Denis Pushilin.

Vitali’s name was also approved by the regional parliament.

Who is the new prime minister and what does he want?

Vitali Khotsenko was born in Dnepropetrovsk, Russia, and is only 36 years old, but has already reached high positions in Putin’s country, most recently the director of the Industrial Policy Department of the Ministry of Industry and Trade in Moscow.

He graduated from sociology, law and public administration departments, majored in economics and passed the Military Department of Moscow State University, where he had a short career, reaching the rank of lieutenant.

As Prime Minister, Vitali has the powers of the ruler of the Luhansk region, while the Russian army is fighting to annex the two main regions of Ukraine, which already have a large part of the population, with the desire to secure control of Donetsk and thus join Russia.

One of his supporters is Denis Pushilin, who has been at the head of the armed forces of the Donetsk People’s Republic since 2018 and has been planning for years to annex all of eastern Ukraine to Moscow.

According to Russian websites, in one of his first speeches, Vitali said that Donetsk’s integration into the Russian Federation “has already taken place” and that representatives of his current government are in contact with Russian leaders.

He said that one of the main challenges would be to unify the laws of Russia with the Donetsk People’s Republic.
