Ukraine says it is ‘outraged’ by Amnesty International’s ‘unfair’ accusations of endangering civilians

The NGO accused the Ukrainian army of establishing military bases in schools and hospitals and of launching attacks from inhabited areas. Kyiv denounces a “disinformation” campaign.

The head of Ukrainian diplomacy, Dmytro Kouleba, said Thursday that he was “outraged” by the “unfair” accusations of the NGO Amnesty International, which accused Kyiv of endangering civilians in the context of the war with Moscow.

“I am outraged as you are by the Amnesty International report. I consider it unfair,” Dmytro Kouleba said in a video comment posted on Facebook.

In this report published Thursday after a four-month investigation, the NGO accused the Ukrainian army of setting up military bases in schools and hospitals and launching attacks from populated areas, a tactic it says violates international humanitarian law.

Kyiv accuses the NGO of “creating a false reality”

Dmytro Kouleba, in turn, accused Amnesty International of “creating a false balance between the oppressor and the victim, between the country that destroys hundreds and thousands of civilians, cities, territories, and the country that desperately defends itself.”

“Stop creating this false reality, where everyone is a little guilty of something and start systematically reporting the truth about what Russia really stands for today,” he added.

Shortly before, the Ukrainian presidential adviser, Mykhaïlo Podoliak, had assured that “people’s lives” were “the priority” and that the populations of the towns near the front were being evacuated.

Nothing to justify ‘indiscriminate Russian attacks’ for Amnesty International

Mykhaïlo Podoliak accused Amnesty International of engaging in a “disinformation and propaganda campaign” in the service of the Kremlin’s arguments.

If Amnesty has denounced these Ukrainian tactics, the NGO insists that “in no way do they justify the blind Russian attacks” that have hit the civilian population.

The UN expressed concern in late March over videos showing violence and abuse against prisoners of war, by both Russian and Ukrainian troops, and demanded that “all ill-treatment” end “immediately.”
