“This measure is under study and it is a project that we intend to implement that seeks to empower all those who are local workers and programmers without engulfing the national sector. It is a measure that must be adopted intelligentlyOh, we’re analyzing it well, ”Sujarchuk explained in a dialogue with El Destape Radio.

Tech freelancers are either working or looking to for the outside and, for the most part, they settle dollars through the alternative market. Thus, the possibility of capturing the change generated by the export of services escapes the state. The reason is simple: whileand the official dollar is at $ 142, the money with liqui is trading at $ 288.

To try and capture those dollars, in June the Central Bank made it more flexible to access dollars for workers in the sector, allowing them to have up to US $ 12,000 per year in bank accounts. without the obligation to establish them in the single free exchange market. But that figure is too low to seduce freelancers. It is estimated that this year they will enter through services exports $ 1,800 million outside the system.

Sujarchuk also said that the Argentina Program will be relaunched, a program that it will seek to generate “70,000 new programmers in less than a year “.

The initiative, in previous editions, was divided into two levels e gave $ 100,000 subsidy for the purchase of computers, and a stimulus from the National Communications Authority (Enacom) which grants cards for free internet connection.

“We are thinking about initial courses, training for those who already have them, and specialization for those already trained. It will be very strong for the knowledge economy and to generate quality employment with good wages and good income, which is part of that of we need, “the official said.

He stressed that Argentina “has ideal conditions” thanks to its “perfect time zone for both the United States and Europe” and “general cultural conditions that suit its populations”.

For his part, he also indicated that the Secretariat is working on a tax credit bonus for paying taxes equal to 70% of the employer’s contributions for companies registered in the Register of the Economy of Knowledge.

Said link that, according to Sujarchuk, “It has been suspended since April. and in recent weeks it is unlocking “, is contemplated among the Tax breaks from the Law on the Economy of Knowledge passed in 2020.

On the other hand, he highlighted that a Necessity and Urgency Decree (DNU) is being studied to grant companies “the possibility of liquidating a percentage of dollars based on the increase in its exports”.

This exchange rate regime that seeks to promote exports would be similar to the one regulated this week for hydrocarbon companies and was anticipated by the Minister of Economy, Sergio Mass.

Finally, Sujarchuk is also preparing a “set of measures that have to do with support through Non-Reimbursable Contributions (NRAs)” to SMEs.
