The new segmentation scheme for gas and electricity services officially begins rolling out this Thursday with nine million low- and middle-income users registering in the RASE form. One of the questions that have arisen in recent days this is what happens with the beneficiaries of the social tariff who have not had to complete anything.

With Resolution 631/2022 published this Thursday in the Official Gazette, the Government communicates how the beneficiaries of the social tariffs will be able to withhold the subsidy in the electricity, gas and water tariffs. The Secretary of Energy, as already mentioned, decided that these beneficiaries as well as that of other provincial programs can be added to the list of the beneficiaries of energy subsidies “as Level 2 “users, ie those with lower incomes.

How they do it, they will be guided with “the information that the nation state has”.

The government has identified five of these social programs: Universal Child Allowance (AUH), Universal Pregnancy Allowance (AUE), AUD, Progress, and Power Work. At the same timethe regulation makes it possible to extend this paycheck with other similar programs.

While, “The status of beneficiary” social rate programs and other plans, “it could be considered prima facie a declaration of income level”the Ministry of Energy exhibited.

“The inclusion of male and female beneficiaries in the list of subsidies to energy because they are beneficiaries of social programs, It will in any case be provisional and will not exempt residential users from electricity and natural gas services through the network, of the obligation to register in the Register of Access to Energy Subsidies (RASE) and to keep such information up-to-date “, clarifies article two of the resolution signed by the Secretary of Energy, Flavia Royón.

When the tariff segmentation project began, the government split into three based on income levels: Level 1, the highest income who are the ones who lose the subsidy and will end up paying the flat rate. Level 2, the lowest income. And level 3, there lives those who remain without subsidies, those that will have a certain percentage of state aid or those who will keep aid intact.

How was the membership level: Level 2, with the lowest income, which counts until this Wednesday with 6.5 million subscribersand Tier 3 – average income, with 2.5 million subscribers-, this year they will not undergo any changes regarding the rate they are paying.

Yet, as identified by the head of Enre, Walter Martello, there are about 4 million people who have not registered but who according to the government are in need of the subsidy. As a result, the official made it clear that they will go out looking for them.

The data intersect

Information crossing is also expected this month that users have uploaded to the RASE with the data available in the National Tax and Social Identification System and in the Federal Public Revenue Administration.

Data crossovers will also allown update the parameters of inclusion and the variations of particular situations of each user and family group.

A week ago, the government enabled the possibility of eliminating the form and going to pay the entire installment of one. Since then, and with the main objective of being able to continue to buy the savings dollar (the dollar at official value plus taxes of 30% for Solidarity and 35% as an advance on profits), received the withdrawal of 25,000 users.
